About this file
This is Addendum No. 2 to a Request for Proposals issued by Umpqua Community College (UCC) in Roseburg, Oregon, providing responses to proposer questions and clarifications regarding comprehensive banking services. The RFP, issued January 15, 2026, solicits a full-service financial institution to provide depository, disbursement, cash management, fraud prevention, electronic payment, and merchant card processing services. Key service requirements include remote deposit capture using one CheXpress CX30 scanner, daily positive pay reporting, daily ACH cutoff at 2:00 p.m. Pacific Time for next-day crediting, four merchant IDs processing approximately 18,000 annual transactions totaling $3 million, and cash/coin orders of $1,000-$2,000 placed approximately four times monthly. The College anticipates consolidating all primary operating, payroll, and sweep accounts with a single selected financial institution at contract start, with conversion activities planned between June and August 2026 to align with fiscal year end. The proposal submission deadline is February 10, 2026 at 2:00 p.m. PST, with potential on-campus demonstrations scheduled for the week of February 16, 2026, and a Notice of Intent to Award anticipated by February 23, 2026. The contract is structured for an initial term of at least five years with one optional two-year extension, with Board recommendation scheduled for March 11, 2026.
The College maintains an average daily collected balance in sweep accounts exceeding $3 million and requires a full-service branch located specifically in Roseburg to meet mandatory requirements. Proposers must submit two recent annual audited financial statements or regulatory filings, provide at least three client references preferably from public-sector entities, and complete detailed pricing schedules; the College will evaluate pricing based on reasonableness of fees and overall value rather than lowest absolute fees alone. The current banking environment includes use of Banner Finance (Ellucian) ERP software and integration with third-party software including Nelnet, Enrole, and Booklog for merchant processing. Check disbursements are distributed as accounts payable (37%), students (44%), and employees (18%), with ACH activities supporting both revenue deposits and vendor payments/student refunds. The College does not currently process international wires and requires collateralization of public funds in compliance with Oregon Revised Statute 295 using standard PFCP reporting. No incumbent vendor is identified, and the RFP does not specify set-aside designations or restrictions for disadvantaged enterprises.
