The addenda addresses questions and responses related to the electrical work, including the relocation of an existing electrical panel, maintaining power during construction, and substitutions for specified toilet accessories. The overall project involves abatement, demolition, and interior renovations to provide new restroom facilities, as well as related site and utility improvements.

The project has an estimated construction cost range of $475,135 to $642,825 for the general construction contract, $91,865 to $124,285 for the electrical contract, $104,725 to $141,685 for the mechanical contract, and $124,480 to $168,415 for the plumbing contract. MWBE participation goals have been established for each contract, and a service-disabled veteran-owned business set-aside applies to the general construction contract. Bids are due by 1:00 PM on March 13, 2024, and the project is to be completed within 483 days after the agreement is approved by the NYS Comptroller's Office.

The following item (Addenda No. 2) herewith amends and becomes part of the Contract Documents.

Addenda number 2 contains 1 Item.

Item No. 1 – Questions 1-5 with Responses:

Question 1: RFI 1 As per drawing ED-400, Panel L1 is to be demolished and replaced by a new panel in Room 126. Upon inspection, circuits enter the existing L1 panel from the top and bottom of the enclosure.

Some circuits, including the feeders, enter from the bottom and go into the concrete floor. The panel enclosure would then become the ‘strategic location’ to tap into the feeders and extend the circuits to the new location as per note 1. There would then need to be a water resistant cover installed over the panel, and would need to remain accessible in the new bathroom. The suggestion is to demo a portion of the block wall in Room 126 to expose the backside of Panel L1, install a large junction box (i.e. 12”x12”) to make the splices as necessary to extend to the new location. The panel could then be removed, and the wall in the new bathroom blocked in for a more aesthetic look. Please advise.

Response: The proposed solution of "demo a portion of the block wall in Room 126 to expose the backside of Panel L1, install a large junction box (i.e., 12”x12”) to make the splices as necessary to extend to the new location, remove the panel, and infill the wall" is acceptable. Wall infill is currently called for by keyed note W.3 on A-101

Question 2: RFI 2 As per drawing ED-400, Note 1, the existing circuits are to be relocated to the new Panel L1N. The demo of the existing panel, will result in many circuits being turned off, with no provisions for them to be reconnected until the new panel is installed. The panel directory may not be up to date or accurate, and as such, there is no way to fully know what will lose power without further investigation. The suggestion is for an allowance to be offered to investigate the circuitry and be able to provide an up to date panel directory for the new panel. This will also provide an opportunity to provide temporary power to vital locations. Please advise.

Response:

These requirements are addressed in the specification sections 015000 (notably section 3.2), section 015100, and section 260505.

26 05 05 1.2 C "Provide temporary wiring and connections to maintain existing systems in service during construction. When work must be performed on energized equipment or circuits, use personnel experienced in such operations." and D "Existing Electrical Service: Maintain existing system in service until new system is complete and ready for service. Disable system only to make switch overs and connections. Minimize outage duration."

The cost to perform any needed tracing and temporary relocations should be included in the base bids.

Question 3: RFI 3 As per the addendum, LoCurrent Systems was contacted about the fire alarm system. It was expressed that they only do Department of Defense work, and won't be doing the upcoming remodel.

There will have to be another monitoring company to take care of the new devices being added to the current system. Bryan Lorusso was the point of contact at LoCurrent. 1-845-806-6518. Please advise.

Response: In lieu of LoCurrent Systems, please reach out to nearest Cerberus vendor who is able to service/program the new devices.

Question 4: RFI 1 PLEASE CONFERM WHITCH CONTRACT IS RESPONSABLE FOR EXCAVATION PER

PLAN C-102 (ADDENDUM#1) PLEASE OUTLINE SCOPE BEWTEEN GCW AND ECW CONTRACTS.

Response:

GCW shall be responsible for excavation/ trenching for work shown on C-102 and C-101.

ECW shall be responsible for conduit (including bedding material as indicated on 2/C-102), wiring, hand holes, detectable warning tape, etc.

GCW shall be responsible for finish grading and surface repair as indicated on 2/C-102.

Question 5: RFI 003

1. Can I quote American Specialties toilet accessories as an or equal?

The specs and the schedule on the drawings seem to misalign:

a. The baby changing station in the specs is stainless steel but the unit on the drawings, besides being discontinued, is HDPE and should be replaced with a series KB300 (-SS if stainless steel).

b. The specs call for feminine napkin disposals, but none are shown on the drawings nor in the schedule on the drawings.

c. The PTD/WR unit in the specs are called out to be recessed but are shown to be surface mounted on the plans.

d. The specified soap dispenser has been discontinued. Can an ASI 0360 unit be provided to replace it?

e. The specified hand dryer is proprietary and highly overpriced. Would you like us to suggest and alternate?

Response:

1- Per spec 10 28 00, American Specialties is an acceptable manufacturer a - Provide KB300-SS or sim for all changing stations, omit any references to other basis of design models.

b - Provide SND in all rooms per diagram on A-401 c - Provide B-380349 or sim for PTD as indicated on plans, omit any references to other basis of design models.

d - ASI Model #0362 is a comparable substitute e - Alternates are acceptable per spec 016000 1.3 but must meet the specification requirements in specification 102800 2.6, most notably 2.6.A.4, 2.6.A.8, and have the same or less power requirements that those of the specified model, as to not require changes to the circuiting.

All requirements of the original Specifications and Drawings shall remain in force except as noted by this

ADDENDUM.
