About this file

This is an addendum to a request for proposals issued by the City of Onalaska Finance Department for property tax assessment services in Wisconsin. The addendum modifies the Scope of Work requirements specified in Section CC of the original solicitation for Real Estate, Personal Property, and Mobile Home tax assessment services covering the years 2020 through 2024. The City of Onalaska, located in LaCrosse County with a population of 18,788, currently manages 6,271 parcels with a 2019 taxable value of approximately $2.0 billion and seeks qualified vendors to provide comprehensive assessing services for this five-year contract period.

The addendum requires that responding vendors acknowledge receipt of the addenda on Form B as part of their proposal submission. A critical modification involves the performance bond or letter of credit requirement, which mandates that the selected assessor provide a 100 percent performance bond or standby letter of credit to the City. The vendor has the flexibility to satisfy this requirement either by providing an annual performance bond or letter of credit for each contract year or by submitting a single bond or letter of credit prior to contract commencement in the full amount of the total contract price.
