About this file
This document is an addendum to an Invitation to Bid (ITB) issued by Mt. Hood Community College (MHCC) in Oregon for the construction of a retractable pool dome at their Gresham campus. The addendum provides answers to vendor questions regarding the ITB, including clarification that this is a public works project subject to Oregon prevailing wage requirements, confirmation that non-licensed contractors can submit bids, details on bond requirements, and information about subcontractor disclosure. The related state and local contract opportunity indicates that MHCC is seeking qualified bidders to build a custom, see-through retractable dome over their 50-meter outdoor pool, though an estimated budget has not yet been determined. The project is expected to have a mobilization start shortly after contract signature and a completion date of December 22, 2024.

ADDENDA No. 1
Invitation to Bid (ITB) 12112023
Retractable Pool Dome
December 15, 2023
VENDOR QUESTIONS AND ANSWERS TO QUESTIONS
Q1. There are two ITB numbers. I am assuming the Oregon Buys number is not the correct one to reference but wanted to make sure. Is the correct ITB number 12112023?
Answer: Yes, please use ITB # 12112023
Q2. 2. Do I need to consider if this is or isn’t a Public Works project?
Answer: Yes, this is a public works project. You’ll need to pay Oregon prevailing wage fees to anyone installing the dome on campus or any other subcontractors working on this project on campus. For more information you can contact the Oregon BOLI (Bureau of Labor and Industries).
https://www.oregon.gov/boli/employers/pages/prevailing-wage.aspx
Q3. We are not a licensed contractor in the State of Oregon, so we are not registered or licensed with the
State of Oregon Construction Contractor’s Board. We are a manufacturer of our own product and provide assembly. Does this preclude our ability to submit the bid successfully?
Answer: You can still submit a bid, then if the contract gets awarded to your company you can contact the CCB and Oregon to make sure you are good to proceed. I do not foresee any issues with this. Here are some links and contact info.

Q4. Am I allowed to send you a “rough draft” of the bid to see if I am missing any information or documentation prior to submitting the final sealed bid?
Answer: You can submit everything you have and if anything is missing we will let you know after the fact and that should not be an issue. We are mainly looking at numbers and cost to send to our
Board for approval the following week after bids are due. The more info you sent the better.

Q5. Is the COI required at the time of Bidding?
Answer: COI will need to be submitted withing 10 days from the notice of intent to award not
When submitting the bid.
Q6. Do all the questions in the Bidder’s Responsibility Form (pages 16 to 21) need to be completed for the
Bid to be considered complete?
Answer: Yes and if anything does not apply to you just enter N/A or enter a brief explanation.
Q7. Is a Bid Bond required as part of the bid package or after it is accepted/awarded?
Answer: Bid bond must be submitted with the bid, this is to make sure that the vendor is financially secure and can fulfill the contract and be able to finish the project.
Q8. Are a Bid Bond, Payment Bond, and a Performance Bond the only bonds required?
Answer: Correct, as fas as MHCC requirements. But please keep in mind that you maybe required to hold a public works bond with BOLI / State of Oregon for public works projects, but that one needs to be filed with the BOLI directly, not MHCC.
Q9. We intend to have a subcontractor for the crane and rigging and local laborers to assist with assembly.
Do we need to secure those professionals and disclose them as part of the bid package?
Answer: Correct, any subcontractors must be listed on section 9 and must be submitted with the bid or the least 2 hours after the bids are due, if you don’t know those vendors yet, then you can just still fill out the form and enter N/A for now.
Q10. Do Sections 7, 9, 11 and 12 of the ITB need to be completed and included in our Bid?
Answer: Only section 7 & 9 are with the bid, the others will be due later before signing the final contract.
Q11. Does this project currently have an estimated budget, mobilization date, and completion date?
Answer: No budgeted amount yet. Mobilization will take place shortly after contract signature.
Completion date is expected to be 12/22/2024
