Work Statement (WS) Naval Special Warfare Command
MTU Training
1. BACKGROUND
1.1. Naval Special Warfare Group 4 (NSWG-4); Special Boat Team 12 (SBT 12) and SBT 20 requires basic familiarization training on the function, design, and troubleshooting of the MTU system installed on the Combatant Craft Medium (CCM) and Heavy (CCH) crafts.
1.2. The training NSWG-4 currently receives is basic operator level maintenance designed toward providing a basic understanding of the mechanical and electrical system. The training described here shall be advanced level training for personnel who will be involved in possible emergency situations, troubleshooting, repair, and maintenance of the systems.
2. OBJECTIVES
2.1. Naval Special Warfare Command intends to award a firm fixed priced sole source contract for courses of instruction (COI) to the Original Equipment Manufacturer (OEM) of the MTU engines installed in NSWG-4 craft.
2.2. The non-binding estimated number of courses required per year is fourteen (14). The Government anticipates the following courses:
2.2.1. CM2/M and ECU-7 CE2/M COI:
2.2.1.1. Estimated eight (8) courses per year.
2.2.1.2. Anticipated a class size of eight (8) personnel per COI.
2.2.2. ECU-7 CE3/M COI:
2.2.2.1. Estimated six (6) courses per year.
2.2.2.2. Anticipated a class size of four (4) personnel per COI.
3. SCOPE
3.1. The contractor shall provide personnel, management, materials, equipment and facilities (not otherwise provided by the Government) necessary to conduct a COI that familiarizes students with the design, function, repair, calibrating, emergency procedures, and troubleshooting of MTU engines. These COI shall be targeted at the shop-level maintainer (CM2/CE2/M), and advanced electronics level (CE3/M).
4. REQUIREMENTS
4.1. Contractor shall conduct a 4-day CM2/M mechanical and 4-day CE2/M electronic COI which trains NSWG-4 personnel on the following topics:
4.1.1. MTU components, design, and function for the CCM and CCH craft.
4.1.2. Common faults, trouble shooting, calibrating, emergency procedures, maintenance, and remediation.
4.1.3. Replacement of engine subassemblies
4.1.4. Discuss and explain fuel, oil, closed cooling, raw water cooling, turbo, engine management, and electronic system with engine drawings and hands on the engine.
4.1.5. Sensor, relay, and fuse troubleshooting, location and how to replace.
4.1.6. Explanation of the fluids and lubricants specification
4.1.7. Execution of preventive (QL1) and corrective maintenance tasks (QL 2)
4.1.8. Engine wiring, SmartLine monitoring system, DiaSys 2.7.4 (System versions to be updated as they are become available for the term of the contract), Governor (ECU-7) functions and parameters (level 0), and electronic component replacement.
4.2. Contractor shall conduct a 4-day CE3/M electronic which trains NSWG-4 personnel on the following topics:
4.2.1. Handling of documentation for CCM and CCH craft; system description manual, engine wiring diagrams, and ship wiring diagrams
4.2.2. Engine wiring and sensors; explain sensor harness diagrams, explain sensor location and function.
4.2.3. System configuration and exchange of electronic components; explain and perform node numbering, explain and perform exchange, and configuration of components.
4.2.4. Introduction to the MTU diagnostic software DiaSys (1B Level); Installation and handling of software, data recording and evaluation, advanced data evaluation and failure code handling.
4.2.5. Advanced Troubleshooting; explain and perform troubleshooting tasks via display Navigation and MTU diagnostic software.
4.3. Contractor conducted Custom Courses:
4.3.1. Custom courses to be negotiated at the order level. Class size, course content and location to be negotiated at the order level. Custom courses must be within the scope of this Work Statement (WS) which is focuses on MTU engine course of instructions.
4.3.2. Custom Course delivery. Specific course dates will be negotiated between the contractor and the appointed Contracting Officer Representative (COR) or an alternate technical point of contact identified at the order level.
4.4. Contractor shall identify course classroom requirements and coordinate with the component command’s training representative executing the training blocks identified for execution.
4.5. Contractor shall provide Course Curriculum/Outline and Gear/Consumables List to the component command’s training representative NLT 7 days prior to start of the first course for review and approval of Course Curriculum and Gear List. (A001)
4.6. COI shall be a mix of hands-on practical application and classroom instruction.
4.7. Contractor shall provide standard technical documentation on CD ROM. (A002)
4.8. Contractor shall provide a detailed schedule of events 7 days prior to start date, which includes, but not limited to location, time, topic, instructor, and lead point of contact for the course. (A003)
4.9. Task order issuance:
4.9.1. Anticipated task orders for course shall be issued, at a minimum, 45 calendar days before training is to occur.
4.9.1.1. Pre-priced task orders issued for training that occurs 45 days or longer from date of order issuance shall be issued unilaterally with pricing in accordance with Addenda 02 - pricing sheet.
4.9.1.2. Pre-priced task orders issued for training scheduled to occur within 45 days from date of issuance shall be issued bi-laterally.
4.9.2. Any customized courses shall be negotiated at the task order level and executed via a bi-lateral task order. Custom courses must be within the scope of this Work Statement (WS) which is focuses on engine course of instructions.

6. CONTRACTOR TRAVEL
6.1 Contractor travel is authorized for training sessions at the following locations as defined at the task order level:
6.1.1 East Coast: Virginia Beach, VA and surrounding area.
6.1.2 West coast: San Diego, CA and surrounding area.
6.2 CM2 and CE2 courses will only be held at the Rolls-Royce Solutions America Inc, MTU Training Center, 42450 Executive Drive, Canton, Michigan USA.
6.3 CE3 courses may be performed at the Rolls-Royce Solutions America Inc, MTU Training Center, 42450 Executive Drive, Canton, Michigan USA, OR Little Creek Training location, Virginia Beach Contractor shall incorporate the cost of travel into the firm-fixed price for courses.
6.4 Additional locations may be negotiated under this contract as necessary.
7. SECURITY
7.1. Contractor shall establish appropriate administrative, technical, and physical safeguards to protect any and all nonpublic Government data to ensure the confidentiality, integrity, and availability of Government data.
7.2. Contractor must be able to obtain personnel and vehicle access to military installations. Contractor is responsible for coordinating all necessary access through the local Military Pass and Decal Office.
7.3. Contractor personnel shall be citizens of the United States.
8. SAFETY
8.1. Nothing in the Statement of work, nor any Government action or failure to act in performance of the contract shall relieve the contractor of its responsibility for the safety of the contractor's personnel and property, the Government's personnel and property, and the general public. Furthermore, nothing in this SOW shall relieve the contractor of its responsibility for complying with applicable Federal, State, and Local laws, ordinances, codes and regulations (including those requiring applicable licenses and permits) in connection with the performance of this contract.
9. QUALITY CONTROL
9.1. The contractor shall implement and maintain a Quality Control Plan (QCP) to ensure work performed conforms to the scope of work and meets the requirements under this WS. The QCP shall, at a minimum provide a method for performing inspections; identifying, correcting and preventing problems/defective service; addressing customer complaints, and improving the quality of services over the life of the contract.
10. QUALITY ASSURANCE
10.1. The Government reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms and performance of the requirements in the WS. The Government will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner.
10.2. Contract Discrepancy Report (CDR). In the event of unsatisfactory contractor performance, the CO will issue a CDR that will explain the circumstances and findings concerning the incomplete or unsatisfactory service. The contractor shall acknowledge receipt of the CDR and respond in writing as to how he/she shall correct the unacceptable performance and avoid a recurrence. The Government will review the contractor's corrective action response to determine acceptability and will use any completed CDR as part of an overall evaluation of Contractor performance when determining present or future contractual actions.
11. PLACE OF PERFORMANCE
11.1. Training shall be conducted at MTU Product Training Center 42450 Executive Drive Canton, MI 48188 and/ or locations listed in 6.1.
12. PERIOD OF PERFORMANCE
12.1. Period of performance shall be for five years, five-years and six months if the option at FAR 52.217-8 is executed after date of award.
