PRODUCT DESCRIPTION

Naval Special Warfare Command

Fire Suppression System

1. BACKGROUND

1.1. Naval Special Warfare Command (NSWC) Ranges West require the Fire Suppression System to provide greater fire suppression capability when in fire-restrictions. We currently use an 85-gal system that is mounted on UTV’s and limited to on range use and must be trailered to support Bureau of Land Management (BLM) (Public Lands) training areas/sites.

2. OBJECTIVE

2.1. This 250-gal system will provide public highway transportability allowing training units to utilize on BLM training areas/sites therefore reducing training limitations when in fire-restrictions.

3. DESCRIPTION OF REQUIREMENT –

3.1. Product Name: 250 Gallon Fire Suppression System

3.1.1. Description and Capabilities: This unit is skid mounted and can be loaded on the back of a flatbed government vehicle. By supporting the initial Fire Fighting (F/F) capability as lined out in the Base’s Wildfire Prevention Plans, this would enable us to continue to train in remote locations.

3.1.2. Product shall comply with Buy American Act provision of Defense Federal Acquisition Regulation Supplemental (DFARS) sub-part 225.1. Qualifying country sources are listed under DFARS 225.872-1.

Only a solution from a domestic (United States) manufacturer or a qualifying country is determined acceptable.

3.1.3. Product is required to have item unique identification in accordance with DFARS 211.274-2.

3.2. Specifications/Salient Characteristics: Specifications provided below for 250 Gallon Fire Suppression System. Use of any brand names shall be considered as a brand-name or equal basis where applicable.

4. DELIVERY INFORMATION

4.1. Required delivery date: 75 days ARO

4.2. Delivery POC Name: To be provided upon award

4.3. Delivery address: Full address to be provided upon award. Delivery is to Fallon, Nevada.

4.4. Special instructions: The Government will perform all offloading when the items are delivered. No installation is required by contractor. All equipment shall be secured and organized in the container when delivered. Contractor must call day prior to delivery to verify delivery time and location.

5. MARKINGS AND LIMITED USE OF DATA

5.1. The Contractor shall refrain from using “Naval Special Warfare Command” (NSWC), reference to any NSWC personnel by title or position within NSWC, or this contract in any of its publications, websites, materials, media, or advertising media. The Contractor shall not use or reproduce the Department of the Navy’s trademarks or trade secrets with respect to Naval Special Warfare, Naval Special Warfare training, and the Navy SEALs/SWCCs (i.e., there are several U.S. trademark registrations in connection with the words NAVY SEALS, the Trident logo, and the SWCC logo).

6. QUALITY ASSURANCE

6.1. The Government reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms to include proper delivery of quantity and type of goods. The Government will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner.
