Performance Work Statement (PWS) Naval Special Warfare Command

Vector Control Training

1. BACKGROUND

1.1 Naval Special Warfare Group FOUR (NSWG-4) Special Boat Team 12 (SBT 12) and SBT 20 requires basic familiarization training on the function, design, and troubleshooting of the Vector Control systems installed on the Combatant Craft Medium (CCM) and Combatant Craft Heavy (CCH).

NSWG-4 operators require training support services in order to certify personnel in the operation and maintenance of the Vector Control systems they may encounter while training and deployed in support of military operations.

1.2 The training NSWG-4 currently receives is basic operator level maintenance designed toward providing a basic understanding of the Vector Controls systems. The training described here shall be advanced level training for personnel who will be involved in possible emergency situations, the repair, and maintenance of the systems.

2. OBJECTIVES

2.1 Naval Special Warfare Command intends to award a firm fixed priced sole source contract to the Original Equipment Manufacturer (OEM) of the Vector Control systems installed in NSWG-4 craft to acquire maintenance training and certification for the Vector Control Systems. We anticipate conducting five (5) Vector Control Course of Instruction (COI) per year.

2.2 Maximum class size shall be ten (1) students per course of instruction. COIs will be awarded at the task order level and the contractor shall commence COIs no later than 30 days after issuance of task order.

3. SCOPE

3.1 The contractor shall provide personnel, management, materials, equipment, and facilities (not otherwise provided by the Government) necessary to conduct a four (4) day COI that familiarizes students with the design, function, repair, calibrating, and troubleshooting of Vector Control steering mechanisms to include any system updates/upgrades. This COI shall be targeted at the shop-level maintainer through depot-level maintenance provider.

4. REQUIREMENTS

4.1 Contractor shall conduct a 4-day COI which trains NSWG-4 personnel on the following topics:

4.1.1 Vector controls design and function for the CCM or CCH (Government will identify the type of craft prior to execution of training).

4.1.2 Common faults, trouble shooting, calibrating, and remediation.

4.1.3 Main, backup, and emergency steering controls

4.2 Contractor will identify course classroom requirements and coordinate with the component command’s training representative executing the training blocks identified for execution.

4.3 Contractor shall provide Course Curriculum/Outline and Gear/Consumables List to the component command’s training representative NLT 7 days prior to start of the first course for review and approval of Course Curriculum and Gear List. (A001)

4.4 COI shall be a mix of hands-on practical application and classroom instruction.

4.5 Contractor shall provide standard technical documentation on CD ROM or flash drive. (A002)

4.6 Contractor shall provide all student handouts, graduation certificates, homework assignments and/or workbooks. (A003)

5. DELIVERABLES

6. CONTRACTOR TRAVEL

6.1 Contractor travel is authorized for training sessions on the East coast (Norfolk, VA, and surrounding area) and West coast (San Diego, CA, and surrounding area). Contractor shall include all costs in the proposed pricing of COIs; a separate contract line item will not be established for travel.

7. SECURITY

7.1 Contractor shall establish appropriate administrative, technical, and physical safeguards to protect any and all nonpublic Government data to ensure the confidentiality, integrity, and availability of Government data.

7.2 Contractor must be able to obtain personnel and vehicle access to military installations. Contractor is responsible for coordinating all necessary access through the local Military Pass and Decal Office.

7.3 Contractor personnel shall be citizens of the United States.

8. SAFETY

8.1 Nothing in the Statement of work, nor any Government action or failure to act in performance of the contract shall relieve the contractor of its responsibility for the safety of the contractor's personnel and property, the Government's personnel and property, and the general public. Furthermore, nothing in this SOW shall relieve the contractor of its responsibility for complying with applicable Federal, State, and Local laws, ordinances, codes and regulations (including those requiring applicable licenses and permits) in connection with the performance of this contract.

9. QUALITY CONTROL

9.1 The contractor shall implement and maintain a Quality Control Plan (QCP) to ensure work performed conforms to the scope of work and meets the requirements under this PWS. The QCP shall, at a minimum provide a method for performing inspections; identifying, correcting, and preventing problems/defective service; addressing customer complaints, and improving the quality of services over the life of the contract.

10. QUALITY ASSURANCE

10.1 The Government reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms and performance of the requirements in the PWS. The Government will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner.

10.2 Contract Discrepancy Report (CDR). In the event of unsatisfactory contractor performance, the CO will issue a CDR that will explain the circumstances and findings concerning the incomplete or unsatisfactory service. The contractor shall acknowledge receipt of the CDR and respond in writing as to how he/she shall correct the unacceptable performance and avoid a recurrence. The Government will review the contractor's corrective action response to determine acceptability and will use any completed CDR as part of an overall evaluation of Contractor performance when determining present or future contractual actions.

11. GOVERNMENT FURNISHED EQUIPMENT

11.1 The Government will provide a craft for training purposes when COI performed at NSWG4/SBT-20 or SBT-12 (12.1 and 12.2).

11.2 The Government will provide adequate classroom space when COI performed at NSWG4/SBT-20 or SBT-12 (12.1 and 12.2).
