About this file

This document is Addendum No. 1 to RFP-73-27, issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, for Design-Build Services at the Wendell H. Ford Regional Training Center (WHFRTC) in Greenville, Kentucky. The project scope involves constructing new barracks with an estimated square footage of 8,500 SF, to be refined during the design phase. The RFP requires design-build contractors to provide dorm rooms accommodating standard queen-size beds, comply with ADA minimum accessibility requirements, and incorporate VRF (Variable Refrigerant Flow) HVAC systems. Building systems include electric water heating with the option to consider natural gas, potable water plumbing below slab, and accessible facilities throughout. The addendum clarifies that the 2018 Kentucky Building Code governs the project, Risk Category II per IBC Table 1604.5 applies, and the building is classified as a housing facility rather than a critical national defense structure. The Owner's Consulting Architect/Engineer will coordinate special inspection services, while the owner will provide geotechnical reports and site surveys to support contractor design efforts.

The addendum addresses fourteen Request for Information responses that establish binding requirements for proposal submission. Key clarifications include deferring to NG PAM 415-12, Table 5-3 for minimum square footage requirements, performing a Life Cycle Cost Analysis for building systems evaluation, and allowing gas consideration for water heating alongside the primary electric option. Design-Build contractors are responsible for coordinating with the contracting agency for additional site investigations, determining final building sizing and configuration during design, and establishing utility connection points. The Owner Consulting Architect/Engineer is actively onboarded to the project to facilitate coordination between the design-build contractor and the user agency throughout the design and construction phases.

RFIs and Responses: DMA – WHFRTC New Barracks

Please see my RFI Responses in BOLD.

1. Is there any additional site information available for review regarding existing site grades, utility locations, or proposed utility connection points?

No additional information is available. Design-Build contractor to coordinate with the contracting agency for additional site investigations as required. Final location and configuration of the building and site components are to be determined during design.

2. Please verify the square footages identified in the general project description. The stated areas do not appear to be consistent with the referenced Table 5-3.

Defer to NG PAM 415-12, Table 5-3 as the required minimum. Final sizing and configuration to be determined in coordination with the user agency in design.

3. Please confirm the applicable building code for this project. The Codes and

Standards section appears to reference both the current 2018 Kentucky

Building Code and the 2024 International Building Code.

Adhere to the 2018 Kentucky Building Code.

4. Can geotechnical report be provided by Owner as called out in Proposal?

Yes. Owner intends to provide for the Geotechnical report.

5. Can site survey be provided by Owner as called out in Proposal?

Yes. Owner intends to provide for a Survey.

6. Pursuant to KBC 1704.2, the Special Inspector must be retained by the

Owner’s Agent (other than the contractor). How is the Owner intending to procure Special Inspections?

Owner Consulting Architect/Engineer (OCAE) is onboarded ot this project and will coordinate Special Inspection services.

7. Housing buildings would be typically considered Risk Category II per IBC

Table 1604.5. Does the Owner require this building to be Risk Category IV for “critical national defense functions”?

Risk Category II per IBC Table 1604.5 is adequate for this scope of work.

8. After all required room square footage is considered, there is only 720 sqft left for corridor, mechanical/plumbing room, etc. Is the 8,500 SF a max allowable total square footage or is there an allowable increase for support space?

Squarefoot area indicated is an estimate. Design-Build Contractor to determine final sizing and configuration during design.

9. The narrative calls for Accessible facilities to be provided. Should the ADA minimums for the number of dorm rooms be followed or is there another preferred/required quantity of accessible dorm rooms required?

For proposal purposes, comply with ADA minimum requirements. Final configuration of accessible accommodation ot be determine in Design.

10. What bed size needs to be accommodated for in the dorm rooms?

For proposal purposes, provide for a standard queen size bed in each unit.

11. Is a LCCA (Life Cycle Cost Analysis) necessary when there is a strong preference to VRF system? Can we do one energy use analysis to show anticipated annual/months energy costs?

For proposal purposes, include a Life Cycle Cost Analysis because the final type and configuration of building systems will be determined during

Design.

12. Natural gas is in the area, is it still desired to use electric for water heating? Is gas an option?

For proposal purposes, gas can be considered for water heating.

13. Can potable water plumbing be installed below slab if we use a cold attic?

Yes. For proposal purposes, potable water plumbing can be installed below slab. Final type and configuration of building systems to be determined during design process.

14. Can PTACs be used in the dorm Rooms in lieu of VRF?

No. For proposal purposes, provide for VRF systems.
