About this file
This Addendum I is a Question and Answer document issued by the Florida Department of Agriculture and Consumer Services (FDACS), Division of Food, Nutrition, and Wellness, addressing written questions received regarding RFP FNW 26 27 10 for Child Nutrition Program Administrative Reviews. The solicitation requires a contractor to perform Administrative Reviews (ARs), Targeted Technical Assistance Reviews (TTARs), and Pre-Operational Visits for School Food Authorities participating in the National School Lunch Program and related child nutrition programs including the School Breakfast Program (SBP), Afterschool Snack Program (ASP), Fresh Fruit and Vegetable Program (FFVP), Special Milk Program (SMP), Seamless Summer Option (SSO), and Community Eligibility Provision (CEP). The anticipated 2026-27 review scope includes 51 School Food Authority sponsors operating 158 approved sites across multiple Florida counties, with 79 sites scheduled for review in the 2026-27 contract year. The contractor must comply with 7 CFR 210.18, USDA Administrative Review Manual procedures, and Florida Administrative Codes 5P-1 and 5P-2.
The contractor must meet a mandatory minimum qualification requirement of at least three years of direct, verifiable experience conducting reviews involving all specified programs and Food Service Management Company (FSMC) contract reviews; this requirement cannot be waived or satisfied through comparable experience in other compliance monitoring or grant programs. Experience may be demonstrated through combined qualifications of the prime contractor and approved subcontractors or teaming partners, provided the proposal clearly identifies responsible entities and includes supporting resumes and past-performance documentation. No specific professional licenses, certifications, or credentials are required, though relevant designations such as School Nutrition Specialist (SNS), Registered Dietitian Nutritionist (RDN/RD), Certified Public Accountant (CPA), or Project Management Professional (PMP) may be favorably considered during evaluation per Attachment J. The incumbent contractor, CN Resource, has performed administrative reviews for FDACS for the past four years; TTARs and Pre-Operational Visits are currently conducted by FDACS staff. FDACS may be used as a reference for prior related work.
