About this file
This Addendum 1 document is issued by the Florida Department of Agriculture and Consumer Services (FDACS) in response to written questions submitted regarding Invitation to Bid (ITB) FFS 26-27-49 for Tate's Hell Roadside Ditch Debrushing 2027. The addendum clarifies key project specifications and requirements for contractors bidding on masticating and mulching services along 161 miles of roadside ditches within Tate's Hell State Forest in Franklin County, Florida. The document confirms that the project mileage is 161 miles and reiterates that de-brushing on the interior side of ditches requires a masticator mulching head mounted on a boom or arm as specified in the original ITB. The addendum further specifies that contractors must maintain valid certifications, licenses, and permits as required to perform this type of work, without prescribing specific certifications. Additionally, the addendum clarifies that contractors may submit monthly invoices for partial payments rather than only upon completion of specified project miles. The question deadline was September 24, 2026, with sealed bids due October 5, 2026 at 5:00 p.m., and public bid opening scheduled for October 6, 2026 at 9:30 a.m.
The addendum does not address pricing terms, set-asides, or funding information, as these details were contained in the original ITB. All other terms, conditions, and specifications of the Invitation to Bid remain unchanged. The document includes standard protest procedures requiring any protests to be filed with the Department's Agency Clerk within the timeframe prescribed in Florida Statutes Section 120.57(3), with physical filings directed to the Holland Building in Tallahassee. Questions or concerns regarding the addendum may be submitted in writing to the Procurement Officer at Bids@FDACS.gov or by telephone at (850) 617-7180.
