About this file

I have reviewed the provided file, which appears to be an addendum (ADD2) related to a Georgia state and local contract opportunity for Vehicle Decals. However, the file content itself was not included in the materials provided—only the metadata identifying it as ADD2 and linking it to the Vehicle Decals contract opportunity for the state of Georgia was presented. Without access to the actual text, specifications, or details contained within the ADD2 addendum document, I cannot provide a comprehensive summary of the key details regarding products, services, quantities, timelines, pricing terms, set asides, or other salient information as requested.

To provide the detailed summary you have requested, please provide the complete text or content of the ADD2 addendum file.

Addendum 2 IWQ 1-102022, Vehicle Decals

The due date has been extended to 5:00 PM on November 25th

Please see attached photos that help clarify some of the questions/answers below.

Questions:

Q1. For the specifications are we to quote partial graphics e.g. vinyl coverage that excludes the white areas?

A1. White areas should be included for consistency, not just the partial graphic color portions.

Q2. Please confirm we are not covering bumpers or roof.

A2. Bumpers are not to be wrapped. Portions of the sides of roof (to cover gold and red at top of MCI) and to a point where the wrap will not have an edge that may peel will need to be included.

Q3. For Item 2 please confirm we are not quoting for the cab.

A3. For the 2017 Paratransit cutaways the van front and doors would not need to be wrapped. There are graphics above this as part of the passenger body which will need to be part of the wrap.

Q4. Items 1, 2, 4 show vinyl coverage on the windows. Please confirm we are only quoting for the area to extend the graphic onto the window, not for the whole window on any of the vehicles. Also please confirm that the more expensive perforated (see-through) vinyl material is required as per the statement ‘Window Perf’.

A4. Correct, the only area that extends graphics on windows will be covered and this will be the perforated see through material.

Q5. Is the Bid Bond required?

A5. No.

Q6. Does the form need to be notarized?

A6. The E-verify form does need to be notarized.

Q7. Please confirm certificates can be provided at award A7. The certificate of insurance should be provided upon request and does not need to be submitted with your quote.

Q8. What is the brand, age and condition of the existing vinyl material for removal?

A8. The Gillig local buses are brand new and painted white (see attached). The MCI commuter bus paint and graphics are 12 years old and the paint is not flaking and in decent condition. The wrap on the MCI should ensure no bleed thru of the existing red or gold paint. The Cutaway Paratransit vehicle graphics are from 2017 and the newer Ford High-top Transit vehicle graphics are a year old. We do not know the particular brand of vinyl graphics.

Q9. For the location at DOT Central 620 Winder Hwy, Lawrenceville, GA 30045, due to the manufacturer’s requirements for adhesion at specified surface temperature, can you please confirm this is a climate controller environment, with ready access to light, power and water (for

1-102022 ADD2 Page 2 cleaning), also how many bays will be made available to the vendor to complete by 16th December? Is this a unionized working environment? –

A9. The buses will be located at out Department of Transportation Central Road Maintenance outdoor heavy vehicle parking area. Water and electricity are onsite. We do not have dedicated bays at this facility and this is not a unionized environment. We may be able to provide some barn space inside the main facility building for wrap application. There is heat and power outlets in the barn area, just need to coordinate with our Road Maintenance Division. We should be able to accommodate either the Gillig or MCI bus one at a time or both paratransit vehicles at once. A County vehicle wash is nearby and we can provide someone to move the vehicles from parking to wash to barn and back.

Q10. Please confirm the quoted prices are to exclude tax, if not, please confirm the applicable rate(s) A10. Gwinnett County is tax exempt. A tax exempt form can be provided to the awarded vendor.

Q11. Are the vehicles being repainted and if so has two weeks been planned for ‘de-gassing’ to ensure proper adhesion of the vinyl material. For vehicles with fresh paint which party will perform the ‘cure test’ to ensure that the paint has outgassed and is ready for vinyl application?

A11. No vehicles are being painted, the new Gillig has been onsite at least a month since it was delivered so should be fully cured.

Q12. Are there any special requirements for on-site security, health and safety or COVID19 protocols?

For the removal labor, is "open flame" (blow torches) permitted on site?

A12. The DOT Central is gated but open from 7:30 – 4:30 weekdays. No health safety protocols are currently in place. Any open flame removal should be done outdoors in the are where the vehicles are stored, not in the barn area.

Q13. Can the signatures be scanned or is Docusign required?

A13. Either is acceptable.
