About this file
This is Addendum 2 to bid BL017-22 for the Gwinnett County Air Traffic Control Tower (ATCT) Improvements Project in Georgia. The addendum clarifies key project requirements through a question-and-answer format addressing contractor concerns. The project involves installation of a new voice switch equipment rack on the second floor and integration with existing radio equipment in the existing equipment room. Contractors must commence work within ten days of receiving the Notice to Proceed and complete all installation work within forty-five workdays from that notice. A Notice to Purchase will be issued first, requiring material procurement within six calendar months prior to the Notice to Proceed. The contractor is responsible for providing all necessary cable trays, conduits, wire management systems, and hangers for routing cables in ceiling spaces. Additionally, the contractor must maintain the installed equipment for two years following completion and remove obsolete cabling associated with replaced Zetron voice switch consoles within allowance limits.
The contract requires contractors to submit their company's Quality Control Manual as part of technical specifications compliance. Console surface replacements with new plywood and laminate are limited to areas where Zetron equipment is mounted, with other console surfaces housing equipment belonging to the airport and FAA remaining unchanged. The two electrical circuits labeled Panel LAR, CNR #32 and #34 on the second floor are designated for the voice switch equipment. Acknowledgment of this addendum must be provided on page 26 of the invitation and returned with the bid submission, with failure to acknowledge potentially resulting in a non-responsive bid determination.

Addendum 2
BL017-22, Gwinnett County Air Traffic Control Tower (ATCT) Improvements Project
Q1. Reference the subject bid, the sample contract contains the following language: “The Contractor awarded work under this contract shall commence work within ten (10) days after the issuance of the Notice to Proceed and shall fully complete all work hereunder within ___ consecutive calendar days from and after said date.” The contract then goes on to define liquidated damages for failing to meet the timeline. The Bid Form included states: “The Contractor will receive a Notice to Purchase and a Notice to Proceed with Installation. It is expected that the Notice to Purchase will require completion within Six (6) Calendar months.” We are seeking clarification on the number of days following the Notice to Proceed within which we must complete the installation.
A1. Per the invitation Section 4: Contract Time, the contractor will receive a Notice to Purchase first and will be expected to have materials needed within six (6) calendar months. This will be followed by a Notice to Proceed, stating contractor shall have Forty-Five (45) workdays to complete the project from receiving the Notice.
Q2. Technical Specifications, page 7, Section 1.5 D: Can you elaborate on the type of quality manual you require?
A2. Contractors should provide their company’s Quality Control Manual.
Q3. Section 1.8B Maintenance: Does this paragraph require documentation outlining the required maintenance for 2 years, or for the contractor to provide maintenance for 2 years?
A3. Contractor shall provide maintenance.
Q4. I was shown the 2nd floor room that is being renovated. Is this where proposed new equipment racks are to be placed?
a. There are no cable trays nor conduits in place to route cables for voice switch or radios. Will the necessary cable trays and conduits be installed?
b. There are two outlets on ceiling. They are labeled Panel LAR, CNR # 32 & #34. What is the amperage on the outlets? I couldn’t find the breaker box that supports these outlets. Are these the outlets equipment is supposed to be plugged into?
A4. The voice switch rack goes in this room. The radios will go into the existing rack in the existing equipment room. It is up to the contractor to provide conveyance (hangers, wire management, etc) in the above ceiling space. The two circuits are for the voice switch.

Q5. A possible location to install the new voice switch equipment rack would be next to equipment rack in break room area (4th floor). Then the cabling can be routed to where existing cabling protrudes the cab floor. Would this be a possibility?
A5. No, see reply to Q4. Above.
Q6. Is the intent to put the new radio rack on 2nd floor?
A6. See response to Q4.
Q7. Is the contractor expected to remove all obsolete cabling from tower cab? The contractor for this project can remove cabling associated with the Zetrons voice switch consoles. Is the intent to replace only cabling attached to equipment being replaced?
A7. Yes. Remove as much unused cabling as possible within the allowance limit suggested.
Q8. On the Console surfaces, is the intent to replace all console surfaces with new plywood & laminate or just the surface area where the Zetron equipment is mounted? Other areas of the surfaces have equipment that belong to others (airport, FAA, etc).
A8. Yes. See drawing, last page of Technical Specs.
This addendum should be acknowledged in the space provided on page 26 of the invitation and returned with your bid. Failure to do so may result in your bid being deemed non-responsive.
Thank you.
