About this file
This document is Addendum No. 1 for the Town of Paonia's 2MG Tank Rehabilitation project, issued by SGM Engineering on June 17, 2025. The addendum provides key updates to the bidding documents for a comprehensive water storage tank rehabilitation, including revisions to the Bid Form to add an alternate method for paraffin wax coating removal, incorporation of a new Dust Suppression specification section, and clarifications on measurement and payment. The project involves rehabilitating a 2-million-gallon welded steel potable water storage tank located at the Lamborn Water Treatment Plant, with scope including removal of existing paraffin wax coating, lead abatement, metal repairs, new access components, and interior and exterior tank coatings. The bid opening is scheduled for June 30, 2025, at 10 AM, with bids to be submitted via BidNet, and the project is expected to be substantially completed within 180 days, with final completion in 210 days.
The project is being funded through a State Revolving Fund (SRF) loan, which introduces specific requirements including Davis-Bacon prevailing wage standards and American Iron and Steel (AIS) compliance. Bidders must provide a 5% bid bond, with performance and payment bonds required at 100%. Liquidated damages are set at $750 per calendar day after 180 days if substantial completion is not reached, and $1,500 per calendar day after 210 days if final completion is not achieved. The tank inspection report included in the addendum reveals some existing condition issues, such as interior roof coating delamination, surface corrosion, and floor corrosion with deep pitting, which will need to be addressed during the rehabilitation. Sherwin Williams has been approved as an alternative manufacturer for interior and exterior tank coating systems, and the project involves working around an existing cold-applied wax coating and lead-based paint.

APPURTENANCES
Based on the results of this underwater inspection and the cleaning which took place, it appears this tank is in full operational condition and should continue to provide a reliable water storage capacity for potable water use with proper maintenance.
PDI concurs with the recommendations of AWWA that all potable water reservoirs or storage tanks be cleaned and inspected at least every five years and in some cases, depending upon source waters, type and quantities of sediment, and presence (or lack thereof) of cathodic protection systems, more frequently.
The following recommendations are made to provide continued, uninterrupted service of your water storage tank:
1 Your tank should be inspected and cleaned every five years, as suggested by the AWWA.
Routine inspections and cleanings provide ample time to perform remedial repairs to abnormalities discovered before having a chance to become problematic.
2 The interior roof has extensive coating delamination and surface corrosion of the roof panels interior floor has extensive areas of corrosion with deep pitting recommendation is to sandblast and recoat the interior of the tank.
3 Very important when the tank is in the process of being recoated make sure to put in the contract that the tank will be inspected by a dive team prior to the warranty expiration this will insure at most times a much better outcome of the new coating application.
