About this file

This document is an addendum to an Invitation to Bid (ITB) issued by the Florida Department of Children and Families (DCF) for the Northeast Florida State Hospital Window Replacement project. The ITB seeks bids to remove the current windows and install new windows at the Northeast Florida State Hospital located in MacClenny, Florida. The work must comply with the Agency for Health Care Administration and Florida Building Code 2020 requirements. The addendum provides responses to written inquiries from vendors and updates the technical specifications in Exhibit L. Key details include a base bid of $1,876,000 for "Base Bid A" and $500,000 for "Base Bid B", with the contractor having access to one empty building at a time to complete the work. The solicitation has a response due date of March 28, 2023, at 2:00 PM.

Regarding pricing, the project is not sales tax exempt, and the Davis-Bacon wage rates do not apply. The DCF is encouraged to target certified minority business enterprises, but this is not a requirement. There is no overall budget estimate provided, and materials purchased from minority business enterprises can be applied towards participation goals.

Many rooms are direct applied acoustic tile on gypsum plaster, and these are not going to be able to be matched with new products. Lay-in grid ceilings need to be handled with care and re-installed.
