About this file
This document is an addendum to a Request for Proposal (RFP) issued by the Michigan Department of Technology, Management and Budget (DTMB) for professional services related to the POD Cell Door Upgrades at the Woodland Center Correctional Facility in Ionia County, Michigan. The project involves design services for the replacement of locks and electronic controls, removal and installation of new security food slots, and modification of doors for leg slots on the 110 cell doors along the perimeter of the PODs. The RFP requires proposals to include Phases 400 Design Development, 500 Final Design, 600 Construction Administration - Office Services, and 700 Construction Administration - Field Services. Proposals are due on March 2, 2023, and an ad hoc advisory committee will review them by mid-March, with the goal of completing construction documents in time for mid-to-late spring bidding. Site visits are allowed, but photography is not permitted.
The RFP indicates that the successful Professional Services Contractor (PSC) will be required to hire AUS as a consultant for the new locks and electronic controls. The PSC is to provide a cost opinion and high-level breakdown with their proposal, and is expected to provide cost estimates during Phases 400 and 500 if awarded the project. Design review meetings will be conducted via Microsoft Teams. The PSC and any consultant staff who will be on-site will need to submit the MDOC LEIN security clearance form prior to accessing the facility, which has normal business hours of 7:00 AM to 4:30 PM.

Q1: The cells are currently occupied. The door modification / lock replacement work will need the PODs or sections of it to be sequentially vacant. Were there any discussions with the WCC leadership on procedures / restrictions required for the work at he cell doors? The question is for the purpose of establishing a duration of actual door modification work.
A1: Leadership response is “It depends on how long the door would be off…if the door is on and off the same day, they could do 20 at a time.” Plan on worst case scenario for duration.
Q2: If using welding for repairs which might be needed, would this be allowed within POD area? Or fitting the cell doors with new food delivery and leg constraint access need to be done “off” POD location?
A2: Welding will need to hot work permits issued by the facility and it would depend on how many doors are being removed.
