About this file

This is a Notice of Intent to award a sole source contract for a proprietary technology upgrade to an airfield lighting control system.

The 4th Contracting Squadron at Seymour Johnson Air Force Base, North Carolina intends to award a sole source contract to ADB SAFEGATE Americas LLC (CAGE: 5ED70) for a proprietary hardware and software upgrade to the existing GSB-2501 Airfield Lighting Control and Monitoring System (ALCMS). The procurement includes replacing existing unmanaged network components with a new fully managed system based on the Cisco IE3300 switch platform. Required deliverables include proprietary hardware for the Air Traffic Control Tower, Airfield Electrical Vault, and Maintenance Center, along with professional services encompassing project submittals, factory acceptance testing, and on-site system commissioning to ensure full system integration and functionality. The Government justifies the sole source award under R-DFARS 206.103-170 based on market research confirming that only the Original Equipment Manufacturer possesses the requisite proprietary data, software, and expertise to perform the upgrade without creating unacceptable risk to airfield safety and operations. The closing date for responses is 30 June 2026 at 3:00 PM EST, with an unknown anticipated award date. Inquiries should be directed via email to Brooke Shenk at brooke.shenk@us.af.mil; telephone inquiries will not be accepted. This notice is not a request for competitive proposals, and the Government retains sole discretion regarding whether to conduct a competitive requirement.
