The county will evaluate proposals based on several criteria, including organizational overview, experience, staff qualifications, references, cost, and local vendor preference. 2.3. VENDOR QUESTIONNAIRE DEFINITIONS

1. LOCAL VENDOR PURCHASING PREFERENCE - applicable to RFBs - DOES NOT APPLY TO PUBLIC WORKS

BIDS

mailto:procurementsupport@opengov.com

A. Under Dane County Ordinance 25.08(11)(c-e), a Locally Based and Owned Vendor, Locally

Operated Vendor, or Non-Locally Operated Vendor may be invited to match the low bid if the low bid is offered by a vendor that is not identified as a Locally Based and Owned Vendor, Locally Operated Vendor, or Non-Locally Operated Vendor according to Dane County Ordinance requirements. Local Vendor Preferences do not apply to bids for sand, gravel, salt, asphalt and concrete.

Locally Based and Owned Vendors:

1. When bids are reviewed, the County will determine if a Locally Based and Owned Vendor responding to the bid is the low bidder. If a Locally Based and Owned Vendor is the low bidder, they will be awarded the bid.

2. If a Locally Based and Owned Vendor is not the low bidder but is within 15% of the low bid, the

County will contact the Locally Based and Owned Vendor and provide that vendor the option of matching the low bid price.

3. If no Locally Based and Owned Vendors are among the responding bidders, or the Locally Based and Owned Vendor declines to match the low bid, then the County will determine if a Locally

Operated Vendor has responded to the bid.

Locally Operated Vendors:

4. If a Locally Operated Vendor is within 10% of the low bid, the County will contact the Locally

Operated Vendor and provide that vendor the option of matching the low bid price.

5. If no Locally Operated Vendors are among the responding bidders, or the Locally Operated

Vendor declines to match the low bid, then the County will determine if a Non-Locally Operated

Vendor has responded to the bid.

Non-Locally Operated Vendors:

6. If a Non-Locally Operated Vendor is within 5% of the low bid, the County will contact the Non-

Locally Operated Vendor and provide that vendor the option of matching the low bid price.

7. If no Non-Locally Operated Vendors are among the responding bidders, or the Non-Locally

Operated Vendor declines to match the low bid, then the County will award the bid to the low bidder without regard to the location of the vendor.

2. LOCAL VENDOR PURCHASING PREFERENCE - applicable to RFPs - DOES NOT APPLY TO PUBLIC WORKS

BIDS

A. Under County ordinances, a Local Vendor is defined as a supplier or provider of equipment, materials, supplies or services that has an established place of business within the County of

Dane. An established place of business means a physical office, plant or other facility. A post office box address does not qualify a vendor as a Local Vendor.

1. County ordinance provides that a local vendor (within Dane County) automatically receive five points toward the evaluation score.

2. County ordinance provides that vendors located within the counties adjacent to Dane County

(Columbia, Dodge, Green, Iowa, Jefferson, Rock, Sauk) automatically receive two points toward the evaluation score.

3. LOCAL CONTENT VENDOR PREFERENCE - generally only applicable to RFBs - DOES NOT APPLY TO

PUBLIC WORKS BIDS

A. Under Dane County Ordinance 25.08(4)(f-j), bidders offering goods made in Dane County, its surrounding counties, or the State of Wisconsin receive a price preference on sealed bid solicitations. Bids are first evaluated to determine if any bidders are offering products that qualify as Dane County-Made Goods, Regionally-Made Goods, or Wisconsin-Made Goods. Local

Vendor Preferences do not apply to bids for sand, gravel, salt, asphalt and concrete.

B. A bidder offering Dane County-Made Goods will be considered the successful bidder if their price is up to 15% higher than the low bid for goods that are not Dane County-Made Goods. If no vendors meet this criteria, then the County will determine if any bidder is offering Regionally-

Made Goods. If so, then such a bidder will be considered successful if their price is up to 12.5% higher than the low bid for goods that are not Regionally-Made Goods. If no vendors meet this criteria, then the County will determine if any bidder is offering Wisconsin-Made Goods. If so, that bidder will be considered successful if their price is up to 10% higher than the low bid for goods that are not Wisconsin-Made Goods. If no vendors are offering Dane County-Made, Regionally-Made, or Wisconsin-Made Goods, then the County will evaluate the low bid without regard to the content of the goods.

4.1. SCOPE OF SERVICES/SPECIFICATION OVERVIEW

Dane County Information Management (DCIM) maintains an extensive computer network supporting

Dane County operations. When departments across Dane County add, change or relocate their staff low voltage cabling runs such as data and phone cabling changes are often required. Dane County currently has an estimated 3,000 users using approximately 4,000 devices spread over 50 locations.

The successful bidder shall provide parts and services for installation, changes and repair on a time and material basis for low voltage cabling that is installed in facilities owned or leased by Dane County.

Cabling consists of ethernet CAT6 or higher as well as single mode fiber certified cables. The total amount of cabling is not a guarantee on Dane County’s part as various projects will occur over the course of this five year contract. Services include, but are not limited to: providing written quotes for low voltage cabling, installing, analyzing and identifying failures, securing and installing hardware for cabling to run on, replacing wiring, punching down into panels, performing preventive maintenance measures, testing and certifying to meet industry cabling standards.

The current procedure is for the cabling vendor to work with DCIM staff to do a walkthrough of the facility where the cabling is needed to determine the route, cable length and type, labor required and equipment need. The cabling vendor uses the walk through information to provide a written quote to

DCIM. Then the department will submit a requisition so that a purchase order can be issued to authorize the work. The vendor shall not complete any work without a purchase order. The successful vendor can issue an invoice after the work has been approved and accepted by DCIM with NET45 terms.

4.2. ORGANIZATIONAL CAPABILITIES

Hours of Service:

The successful bidder shall have the capability to provide low voltage data and phone cabling services during normal working hours (7:30 am – 4:30 pm. CST Monday through Friday). Typical practice is for

DCIM to contact vendor and describe work needed. Vendor responds with an on-site visit at a mutually-agreed upon time to do a walkthrough of the facility where the work is required to determine the route, cable lengths, parts and labor required. The results from this walkthrough will be used to produce a quote, which will be submitted to DCIM for approval. Then the department will submit a purchasing https://www.danepurchasing.com/ requisition so that a purchase order can be issued to authorize the work. The successful vendor can issue an invoice after the work has been approved and accepted by DCIM.

Some county facilities support departments that work 24 hours, therefore there may be instances where work will need to be performed outside of normal business hours. DCIM personnel may determine a failure to be critical requiring troubleshooting and repair as quickly as possible. These emergency services may be required outside of normal working hours in which case the county understands that the labor will be billed at the vendor’s overtime or holiday rate as indicate in the attached cost proposal.

Service Sites:

The successful Bidder shall perform all services at the Dane County sites owned or leased by Dane

County. All sites are located in the geographical area of Dane County. Dane County may potentially relocate its facilities within the county-wide area during the life of this service agreement and the successful bidder shall continue to perform all services as per the terms of the resulting agreement.

Response Time Guarantee:

Initial response will be within one business week by phone or email to setup a time to do a walk through to develop a quote.

In an emergency, the technician is required to be on-site within 4 hours to resolve the issue. If the problem is unable to be resolved in the time the technician is onsite the DCIM contact should be informed of the escalation procedure and an expected time to repair. After the issue is resolved, the vendor will send an invoice to Dane County which will along with all other standard information include the location of the emergency and the DCIM staff authorizing the work to be performed. The County will then exact payment of that invoice in a timely manner.

Parts:

The successful bidder shall use all certified cabling. All parts shall be new or equivalent to new and with the standard warranty. DCIM updates it’s supported parts list annually and will provide to the successful bidder but in general the type of ethernet or fiber cable is not identified so long as it is a certified cable being used. DCIM does require single mode fiber and Clearfield panels currently for all new and replacement builds.

5. RFP Response Requirements & Evaluation Criteria
