About this file

This document is a draft statement of work for a firm-fixed-price contract to procure a depot-level rotary electro-mechanical actuator test system. The Naval Air Systems Command intends to award a one-year contract with a period of performance from September 2023 to September 2024. Fleet Readiness Center Southwest - North Island requires a new test system as the current 45-year old system is obsolete and a single point of failure. The contractor shall manufacture, deliver, install, and train personnel on a test system that measures actuator speed, load, current, and voltage to improve testing of F-5 aircraft rotary actuators. Capability statements from interested parties are due by February 15, 2023 and should demonstrate relevant experience, technical skills, and past performance on similar systems. The solicitation will be awarded on the SPS contracting system and all large and small businesses are encouraged to respond.

STATEMENT OF WORK

PROCUREMENT OF D-LEVEL ROTARY ELECTRO-MECHANICAL ACTUATOR TEST SYSTEM FOR BLDG. 378

STATEMENT OF WORK

PROCUREMENT OF ONE (1) NEW DEPOT-LEVEL ROTARY ELECTRO-MECHANICAL

ACTUATOR SYSTEM (REMAS)

FRCSW, Building 378 Prepared by

Vincent Le, Project Manager / Steve Wilson, Equipment Engineer

Fleet Readiness Center Southwest (FRCSW) – North Island

1.0 SCOPE:

1.1 This Statement of Work (SOW) describes the specifications and requirements for the manufacture, performance, reliability, and inspection necessary to procure one (1) new Depot-Level Rotary Electro-Mechanical Actuator System (REMAS) in support of FRCSW, North Island, Actuator Shop for the purpose of testing Rotary Actuator of Air Force F-5 Aircraft of Aerospace Actuator. The Contractor is responsible for providing material, services and support documentation needed to complete the tasks identified in this SOW. This will include new technology equipped with instrumentation to measure actuator speed, load, current, and voltage. This will improve precision, geared rotary function, specific testing, eliminate re-work, and reduce 1/2 turn-around time. The existing Actuator Test Stand is no longer able to support the needs of the Fleet therefore, the new test stand technology development is considered essential to reducing the likelihood of single point of failure with the original actuator test stand at FRCSW. The Contractor is responsible for providing material, services and support documentation needed to complete the tasks identified in this SOW.

1.2 Description:

The purpose of this SOW provides the details “required” for manufacturing of the REMAS by the contractor. The Contractor shall produce one number of REMAS in support of the Rotary Actuator testing of the Air Force F-5 Aircraft of Aerospace Actuator, with details and data associated with a “Turn-Key” operation. “Turn-Key” is defined by the Contractor providing parts, labor, and materials supporting the contract scope and tasks specified by this SOW, to include; manufacturing, assembling, installation, start-up, commissioning, validation, calibration, technical and training data, and training support, logistics support, reviews, meetings and data for the new REMAS located at FRCSW, in Building 378. The quality, size, and capacity shall be no less than the minimum specification outlined in Sections 3.0 and 4.0 of this SOW.

1.3 Background: The purpose of this project is to procure one (1) new test stand to prevent workload disruptions. The actuator test stand is essential and the only piece of equipment used to test the wing fold actuator systems within the method of flight training. The present Actuator Test Stand is over 45 years old, parts are extremely hard to find thus making repairs almost impossible. The system therefore in need of a new actuator test stand, as it is obsolete and a single point of failure that jeopardizes the readiness of the fleet. The Actuator shop processes approximately forty-five (45) F-5 wing fold actuators a quarter. Without a new test stand the delivery timetables will increase as well as production costs, and a loss of capability, as well as the readiness of the fleet. NAVSUP PUB 5009 shows Actuator Test Stands to have an average of 20 years. The original test stand was procured in 1975 making it 45 years old.
