About this file
This is an Addendum #2 Revision to a Request for Proposal (RFP25-0426) issued by the City of Orlando Procurement and Contracts Division for professional actuarial services to support the City of Orlando General Employees' Pension Plan and the City's Retiree Health Care Program (OPEB Plan). The solicitation seeks proposals for comprehensive actuarial valuation services including preparation of annual actuarial valuation reports, Governmental Accounting Standards Board (GASB) compliance reports (GASB 67/68 for the pension plan and GASB 74/75 for the OPEB plan), and Florida Statutes Chapter 112.664 compliance reports for fiscal years 2025 through 2029, with optional extensions through 2033. The City prefers a single actuarial consultant or firm to serve both the Pension Board and the City, though it reserves the right to hire two separate consultants; accordingly, proposers must submit separate quotes for each engagement. The question submission deadline is August 8, 2025, at 5:00 PM, with proposals due electronically by August 22, 2025, at 2:00 PM local time (Orlando, Florida). A virtual proposal opening will be conducted via Microsoft Teams on the due date. The contract term is five years from approval and execution, with the option to extend for up to four additional twelve-month periods for a cumulative total of 108 months. No pre-proposal conference is scheduled.
Evaluation will be conducted on a points-based system with 38% weight on responsiveness to scope of services and technical competency, 35% on proposer and staff experience, 2% on Veteran Business Enterprise participation in subcontracts, and 25% on price proposal. Proposers must provide hourly rates for additional services by employee category (Senior Actuary, Actuary, Assistant Actuary, Associate Actuary, and Clerical), which will be fixed for the five-year term. The City is a governmental entity exempt from Florida sales tax; however, contractors are responsible for all applicable taxes and fees related to contract work. Proposals must demonstrate compliance with the living wage policy for service contracts exceeding $100,000 annually, requiring minimum compensation of $15.00 per hour for covered employees. All contractors must maintain current E-Verify registration and provide proof of insurance with coverage ranging from $100,000 to $10,000,000 across various liability categories. Payment terms provide for net 30 days upon invoice approval and are subject to annual budget appropriations by City Council.

1. INTRODUCTION
1.1. Summary
The City of Orlando’s Procurement and Contracts Division, is soliciting proposals for professional actuarial services for the City of Orlando General Employees’ Pension Plan by the General Employees’ Pension Board (hereinafter referred to as the "Board") and the City of Orlando (hereinafter referred to as the “City”) for valuation services related to accrued employee benefits. This Request for Proposal is NOT being conducted for the
City’s Police Officers or Firefighters’ Pension Plans. The valuation services contemplated for the City involve determining costs and alternative funding strategies for post-retirement health care benefits. The services for the Orlando General Employees’

Therefore, we request that separate quotes be provided for each engagement. Additional information regarding the City’s Annual Comprehensive Financial Report (ACFR) can be found via the website https://www.orlando.gov/Our-Government/Records-and-Documents/Financial/Annual-
Comprehensive-Financial-Report and pages referenced in Exhibit “2,” Orlando General
