About this file
This is an Invitation to Bid (ITB) #24/25-65 issued by the Town of Manchester, Connecticut for an Actiflow Polymer Re-Bid. The document solicits bids from qualified vendors to supply polymer for the Town's Water and Sewer Department's Actiflow unit, with an estimated quantity of 1,375 gallons. The bid was released on March 28, 2025, with a deadline for questions on April 4, 2025, and bid responses due by April 8, 2025, at 11:00 am via an electronic submission portal. The contract term is from the date of award up to and including March 31, 2026, with an option to extend on an annual basis for up to 4 additional one-year periods.
The Town seeks Hydrex 3750 polymer or an approved equivalent product to be delivered in 275-gallon totes, with each delivery consisting of two totes totaling 550 gallons. Bidders must provide detailed product specifications, including a Material Safety Data Sheet (MSDS) or Safety Data Sheet (SDS), and may be required to submit a 55-gallon sample for pilot testing. The Town will prioritize the lowest bid price, but also consider factors such as delivery time, performance, and product availability. Pricing adjustments are allowed for material cost increases, with limitations on the frequency and magnitude of price revisions. Delivery is critical, with a requirement to deliver within seven days of order receipt, and an emergency contact must be available 24/7.

Invitation To Bid #24/25-65 Title: ACTIFLOW POLYMER RE-BID
1. Introduction
1.1. Summary
The Town of Manchester is soliciting bids from qualified vendors to supply polymer for the Town's
Actiflow unit at a low cost, for use in the Water and Sewer Department, on an as-needed basis.
The objective is to obtain a pool of one or more suppliers that are pre-qualified by the Town, from which polymer, meeting the specifications defined in this bid, may be ordered as needed.
If multiple suppliers are pre-qualified, when a delivery is needed, the Town will request a quote from each pre-qualified supplier, and a Purchase Order will be placed with the vendor that best meets the needs of the Town at that time. Considerations will include first and foremost the lowest bid price, as well as delivery time, performance and availability of specified product.
