• incorporate the translated/imported data into the STARS catalog;

• upload any existing digitized and appropriately formatted files into STARS for items included in the translated/imported catalog;

• deliver a report on the incorporation of any newly received collection into STARS-C (CDRL A012: Report of incorporation of received collection into STARS-C) including a detailed description of the interpretation of STARS-C catalog (metadata) fields in the context of the collection, and tabulating (in a password protected addendum) the corresponding barcodes assigned to containers and items in the collection.

see paragraph 3.1.14 Other Media).

NUCLEAR V&V RESOURCES

The purpose of the Nuclear V&V Resources (NVVR) project is to gather existing and emerging resources developed to support verification and validation (V&V), and to prepare and host those resources for ready search and application by the US Nuclear Deterrent Community.

There are numerous examples of V&V resources known to the Community, including manuals, multi-volume guides, foreign language resources, uncurated collections, hyperlinked resources, and portals. The resources may be legacy, recently updated, completed but unpublished, uncurated collections of associated materials, or emerging resources needing a host platform.

Resource preparation may include curation, reformatting, reconfiguration, translation, or conversion to alternate media types. Other DTRIAC records relevant to, but not originally part of the resource, would be indentified and linked to within the resource.

Hosting would be through existing or new user-accessible DTRIAC portals, including STARS, Web Pages, SharePoint Pages, or possibly Virtual Desktop Interfaces for more complex resources. Integration strategies would depend on the details of the resource, final form, and intended user-base. The default network for NVVR resource hosting would be SIPR.

The PM will select one to a few existing or emerging V&V resources for preparation and hosting, with the exected effort constrained by the funded value of the CLIN. The selection will be based on requirements from support missions, combined with expertise and recommendations from the contractor and US Nuclear Deterrent Community. The contractor would then prepare a plan for preparation and hosting of the selected resource for approval by the PM. The PM would be responsible for providing the existing resource materials to the contractor.

As part of preparing and hosting a resource, the contractor will identify appropriate Subject Matter Experts (SMEs) to assist in preparation of the resource. Selected SMEs would also on-call to provide limited support to users in application of the resource to a user V&V effort. NVVR SME support requests would be submitted and vetted through standard request channels (paragraph 3.1.5 Validate users and provide user support).

The default network for NVRR SME support would be SIPR.

3.4.1. NVVR TASKS

3.4.1.1. The contractor shall, in coordination with the PM and COR, produce a development plan for each selected resource during the current CLIN, to be submitted to the PM for approval (CDRL A013: NVVR Plan).

3.4.1.2. For each selected resource in the current CLIN, and in accordance with the approved

NVVR plan for the resource, contractor shall, in coordination with the PM and COR,

• prepare the resource for integration;

• integrate the resource into the identified DTRIAC portal;

• prepare a STARS entry for the integrated resource to make the resource discoverable in STARS searches; and

• produce a final report on the resource (CDRL A014: NVVR Report) including:

o short summary (1-2 paragraphs) of the resource;

o how-to for new users;

o relevant SMEs in the Community knowledgeable of the materials in and application of the resource for V&V.

3.4.1.3. The contractor shall, in coordination with the PM and COR, during the active period of the CLIN, have relevant SMEs available to provide user support to published NVRR resources.

ASD SMES

The purpose of the ASD SMEs task is to collect SME input for selected sets of records (documents, photos, films, or other media) in the DTRIAC collection. This collected input would be delivered to the larger ASD project as the human training data for ML/AI (paragraph 3.1.16 Advanced Search and Discovery (ASD) Development).

A simplistic description of the ASD SME effort is “Crowdsourcing1 DTRIAC cataloguing”, though the effort is more targeted than typical crowdsourcing, and the final products will include advanced search data structure beyond catalogues and relational databases.

The SME input to be collected would begin with search terms – What search terms would the SME expect should lead to the item being returned in a search?. Other forms of SME input would include making associations between items based on use – e.g.

“These items taken together would support the V&V of nuclear survivability analyses for a particular nuclear effect environment or a particular kind of asset.”

ASD SME workflow would consist of:

• identification and prioritization by the PM, in collaboration with other ASD stakeholders, of records to be reviewed;

• assignment by the contractor, via SharePoint or other workflow manager, a set of records for review by a set of relevant SMEs;

• travel by the SMEs, individually, to DTRIAC or other location providing remote access to the DTRIAC Data Lake and SharePoint;

• review by the SMEs of the assigned records, and capture via the workflow manager of the SME inputs; and

• compilation of the inputs into a form usable by the ASD project.

3.5.1. ASD SME TASKS

3.5.1.1. The contractor shall, in coordination with the PM and COR, and the contractor leads for

ASD,

• set up, maintain, and improve when appropriate, a workflow manager system;

• identify and resource SMEs appropriate to record subsets defined under ASD;

• facilitate SME accounts on the appropriate IT systems;

• monitor SME progress;

• capture and compile SME inputs for use by ASD (CDRL A016: ASD SME Data).;
