DTRIAC FY21- FY26 Pre-Solicitation Collaboration with Industry The questions below are inquiries from industry resulting from the 2019 DTRIAC Industry Day (presentation, tour, selected questions from individual company one-on-one meetings, and posted slides on Beta.SAM)1 accompanied by DTRA Responses.
The questions have been divided into Technical and Contractual topics.
The DTRA Organizational Conflicts of Interest (OCI) Clause is included at the end of this document for reference.
Note: No response is considered final until the Final RFP is released.
1 See Beta.SAM link in the response to question 42.

Distribution A - Approved for public release, distribution is unlimited. 2
Technical:
1. Are the websites classified or unclassified?
DTRA Response: The DTRIAC user portal is the Scientific and Technical Information Archival & Retrieval System (STARS). The primary user portal, STARS-C, is classified at the Secret level. The unclassified user portal, STARS-U, holds a subset of STARS-C.
2. How much on demand imaging is required?
DTRA Response: Typically 100 documents per month.
3. Can you give us a rough idea (estimate) of the amount of unclassified, secret, and top secret physical records?
DTRA Response: The collection is mostly a mix of Unclassified and Secret records. The Top Secret sub-collection is very small in comparison.
4. What is the historical growth and anticipated growth of the documents for the FY 21-26 solicitation?
DTRA Response: Assume 500 boxes/yr., mostly of hard-copy documents. This translates to approximately 2 million pages/yr.
5. How long does the government anticipate the digitization process to last for the archive as it exist today?
DTRA Response: DTRIAC is targeting 100% digitization of the accessed collection by February 2025.
6. What products/formats are produced by the digitization process?
DTRA Response: Standard modern formats: PDF, MP3, MP4, JPG, TIFF
7. Is there a COOP/AR or plans for this as part of the FY 21-26 request?
DTRA Response: DTRA does not anticipate including Continuity of Operations (COOP) or ??? (AR) planning as part of the FY21-26 DTRIAC contract.
8. What are the underlying data base?
DTRA Response: The underlying database for STARS is Oracle.
Dated: 14 Jan 2019
Distribution A - Approved for public release, distribution is unlimited. 3
9. What systems are used?
DTRA Response: The DTRIAC IT systems are local workstations (unclassified and classified), STARS, the DTRIAC Data Lake, SharePoint, and internal and external web pages. During FY21, DTRIAC plans to stand up additional IT systems using DoD High Performance Computing Modernization Program (HPCMP) IT resources on the Secure Defense Research and Engineering Network (SDREN).
10. Have you identified an orchestration tool?
DTRA Response: No orchestration tools have been identified. Proposals for an orchestration tool should include a discussion of the need and use of the orchestration tool with the overall DTRIAC program.
11. Will there be requirements for encryption of data at rest?
DTRA Response: In the DTRIAC Data Lake, all data is encrypted to meet DoD requirements for Secret Restricted Data processed on the DoD Secret Internet Protocol Router Network (SIPRNet), including strong password encryption and role based access.
12. How much of the Nuclear IAC Task is new effort?
DTRA Response: Except for Declassification Review, consider everything a new start.
13. How will the government manage multiple agency classification categories? (DoD TS, DOE Q, DTRA SNET etc.)
DTRA Response: DTRIAC hosts and manages classified information according to the relevant U.S. Government, Department, and Agency requirements, directives, and instructions. See also question 14 below.
14. In regards to multiple agency classification categories, will there be a reciprocity clearance level needed?
DTRA Response: Contractor staff will be required to maintain a current Visit Access Request (VAR) with DTRA. DOE Q clearances are accepted by DTRA.
15. Can you please describe your declassification process/workflow?
DTRA Response: Please refer to paragraph 3.2 Declassification Review Support of the draft Performance Work Statement (PWS) provided with the Sources Sought announcement (Tracking Number ACRRDNTI191166) posted to Beta.SAM.1
Dated: 14 Jan 2019
Distribution A - Approved for public release, distribution is unlimited. 4
16. Can you provide an estimated level of effort/ FTEs for the Nuclear IAC task like was provided for the ASD task?
DTRA Response: Dependent on funding level and the proposed technical approach.
17. Because the ASD work is not dependent upon scanning completed at the ABQ site, will the government consider DTRA-HQ or other location to perform the ASD work on GFE/GFP?
DTRA Response: ASD work is primarily classified and will be expected to be performed primarily on DTRA IT resources on DTRA SNET and on DTRA, HPCMP, and ERDC resources on SDREN. Working within SNET and SDREN environments will be necessary to ensure the required Agile and DevOps close integration with Core Operations and the Nuclear IAC. However, DTRA would consider technical proposals that included limited development activities offsite and/or on other IT systems and networks if the proposal clearly laid out regular transitions to SNET and SDREN hosted resources and to contractor personnel working on site at DTRIAC or DTRA HQ. DTRA does not consider unclassified subsets of the collection as being sufficiently representative of the overall collection to be usable for substantial R&D activities under ASD. Allowed GFE/GFP will be very limited under the contract, primarily in the form of a few DTRA laptops to support contractor situational telework.
18. ASD SME management: Are you currently harvesting SME knowledge (TAC IT) to support ASD? If so, can you describe your current methods?
DTRA Response: All previous and current work has been exploratory in nature. Technical proposals will not be required to follow or build on the current methods.
19. Will the contract require acquisition of hardware or will that be handled under a separate process?
DTRA Response: The potential for acquisition of hardware as Contractor Acquired Property (CAP) exists, based on approvals to meeting LOEs and determination of Government need.
Acquisition of software and services to support STARS maintenance and development will be required under the contract to ensure the contractor is managing integration of the efforts of the STARS software developer. If a CAP requirement is included in the final RFP, additional information will be provided in the RFP.
20. How much of the total archive is already digitized?
DTRA Response: >75% of the accessed Document collection; estimated <10% of the unaccessed collection; estimated <25% of the film and photo collections.
Dated: 14 Jan 2019
Distribution A - Approved for public release, distribution is unlimited. 5
21. Does a Data Lake already exist?
DTRA Response: Yes, for a year. The Data Lake is currently hosted on the classified DTRA network, SNET. The current structure is a simple folder structure. This simple structure was chosen so to avoid prematurely locking in a more complex structure (or storage technology) without sufficient analysis. The RFP is expected to encourage technical proposals that include storage solutions and Data Lake structure. Other aspects of the Data Lake development and management, such as version control and synchronizing multiple installations, will be required in the PWS.
22. Is Data Lake development included in this procurement?
DTRA Response: No.
23. What is the estimated size of the Data Lake?
DTRA Response: 5 TB expanding to 5 PB by FY26.
24. How much of the data will be live data?
DTRA Response: The definition of live data in a highly connected environment is, by intent, complication and nuanced. The definition depends on the user of the data. Internally (e.g., for ASD work) the data is expected to be “live” within the Data Lake essentially as it is created. Externally, for instance for data posted on STARS, data may not be live for days, weeks, or months. The RFP will encourage technical approaches which ensure data is moved to users of all types in a timely manner while maintaining the integrity and security of the data.
25. Is Tensor Flow the only Machine Learning (M/L) platform you desire? Can Spark ML Lib also be used?
DTRA Response: Tensor Flow was only used as an example. The RFP will encourage proposal of technical solutions.
26. On which cloud environment will this reside?
DTRA Response: Given the range of data protection levels within the DTRIAC collection, no cloud environment is expected to be allowed during the timeframe of this acquisition.
27. What Government cloud environment is envisioned?
DTRA Response: See question 26 above.
Dated: 14 Jan 2019
Distribution A - Approved for public release, distribution is unlimited. 6
28. Is “STARS” proprietary or Government owned?
DTRA Response: The Government has unlimited rights to STARS as an integrated system.
The Government rights to some of the underlying commercially-available technologies and software are limited.
29. Is the government considering this to be part of the STARS system or a new system for DTRA? Will this be considered Mission Critical or Mission Essential?
DTRA Response: STARS is a Mission Essential IT system. The Data Lake is still in early stages as an IT system, and has therefore not been evaluated in this regard. If use of the Data Lake or other developing DTRIAC IT systems by programs outside of DTRIAC grows, such an evaluation may be undertaken.
30. How many FTE? Work stations?
DTRA Response: FTEs are not the same as workstations. FTEs depends on the company’s technical approach. There are currently approximately 75 workstations in Albuquerque, NM;
Up to 3 workstations at Ft. Belvoir, VA. These workstations are flexible and can be assigned, flexible (“hot desk”), or for visitor use.
31. Will a technical prototype for testing be requested at pre-award to encompass the company’s capabilities?
DTRA Response: No. This is not possible because it would restrict competition. DTRA has determined that a classified subset is not a full representative of the catalog. DTRA cannot ensure that all potential offerors would have access to a classified sample set which would be required for meaningful prototyping.
32. Asked in the document library, do all of the rooms have environmental controls or requirements?
DTRA Response: The Document Library, Media Library, and Warehouse have controlled temperature/controlled humidity environments. The Media Library is set to a lower archival standard for preservation of films, photos, and other more sensitive media. The Document Library and Warehouse are set to higher temperatures to be appropriate for occupancy during all work hours. The Warehouse also includes two cold storage units for storage of at-risk film and media.
33. What is the process for AQ and QC?
DTRA Response: On standing up production digitization operations, it was determined that Quality Assurance (QA), Quality Control (QC), and Post-Processing did not need to be in-line (synchronous) with the production digitization. The bases for the determination are a

Distribution A - Approved for public release, distribution is unlimited. 7 number of DTRIAC specific circumstances: no immediate urgency to reduce physical holdings; the apparent high “out-of-the-box” quality of the digitization; the existence of the Data Lake. QA/QC and Post-Processing will be requirements under the PWS. The RFP will encourage technical and management approaches to these steps.
34. Asked in the film room, are the films annotated the same time they are scanned?
DTRA Response: See question 33 above.
35. The film was estimates at 5PBytes. What is the estimate of documents in the warehouse?
DTRA Response: The current order of magnitude estimate is 10 TB, though this may grow substantially as processed and working files are generated.
36. How many of the document boxes marked SHRED in the warehouse get shredded per a structured process and timeline?
DTRA Response: See also question 35 above. DTRIAC at present has sufficient storage space to allow destruction of digitized (and duplicate) records to be managed independently of the production workflows. Auditing, documentation, and destruction will be required under the PWS. The RFP will encourage technical and management approaches to these steps.
37. How many of the documents in the document library have been documented and scanned?
DTRA Response: An estimated 90% of the documents in the Document Library have been catalogued (documented). 100% of the documents are slated to be scanned/re-scanned under the production digitization. As of Industry Day, approximately 75% of the catalogued documents had been scanned since Nov 2018. Re-scanning was required for all documents to ensure a homogenous, high resolution/high quality, set of PDFs for the entire collection.
This is expected to also aid efforts under ASD (as well as providing A/B comparison sets – old vs new scans – for R&D).
38. Are there boxes in the warehouse that haven’t been inventories yet?
DTRA Response: Yes, the warehouse has boxes that have not been gone through yet. A full inventory of the Warehouse is underway and is expected to continue into the FY21-26 contract.
39. How are FOIAs handled?
DTRA Response: There are only a few FOIAs a month and are mostly handled by the contractor team within the normal document search and retrieval workflows. Once

40. Asked in the film room, are there any equipment required training certifications?
DTRA Response: Specialized training is required but at this time no certifcations are required. Recommendations for additional training or certifications are encouraged.
41. Who is responsible for acquiring the facility furniture?
DTRA Response: The furniture is acquired by DTRA Acquisition and Logistics out of Fort Belvoir.

Contractual:
42. Will the slides be uploaded on the acquisition website?
DTRA Response: Yes, these slides are posted on www.beta.SAM.gov under the Industry Day announcement.

43. What Market Research was communicated, how is contracting conducting this.
DTRA Response: Sources Sought, RFI, Industry Day one-on-one meetings. Sources Sought submission or update to previously submitted response was extended to 10 December 2019 at 11:59pm EST. We are currently still in the Market Research phase.
44. What NAICS code is being considered?
DTRA Response: Currently taking recommendations on which NAICS might provide the optimal benefit for DTRIAC.
45. Will you consider using the CWMD ID/IQ, OTA, GSA ID/IQ or ITSS (MACC) contracting vehicles? DTRA uses these vehicles often.
DTRA Response: Given the specific requirements of DTRIAC, DTRA does not expect any of these vehicles to be the best approach, or components of a hybrid approach, for the Government. The requirements driving this determination are: 1) maintain DTRIAC focus on support to the Nuclear Deterrent mission; and 2) provide a high integration of and coordination between (DevOps, Agile) the three disparate task areas (Core Operations, ASD, and Nuclear IAC).
46. Has DTRA considered using a contract containing a hybrid CLIN structure of Firm Fixed Price/TMI?
DTRA Response: The awarded contract will be Cost Reimbursable, Level of Effort.
47. Does the cost proposal submitted need to included cost out GFP/CAP on small purchases?
DTRA Response: See question 19 above.

48. Is this a recompete with the incumbent contractor; and if so, who is the incumbent?
DTRA Response: This is a new procurement effort. The incumbent is Quanterion Solution, Incorporated.
49. What NAICS codes are being considered?
DTRA Response: See question 44 above.
50. Will you be publishing an attendance roster from Industry Day?
DTRA Response: No objections were received by DTRA from the participants, so an attendance roster with contact information will be published on Beta.SAM.1
51. Understanding that you can’t give the current approach, however, can you provide an overall estimate and possible labor and technical descriptions?
DTRA Response: No. The proposal’s approach should take this into account.
52. Will sections L and M be in the draft RFP?
DTRA Response: Yes.
53. Will FTE Parameters be provided in the RFP?
DTRA Response: Range of Price may be given. Consideration will be given to include an estimated range in section L in the RFP.
54. Will you be providing Labor and Technical Categories?
DTRA Response: No. Range of Price may be given. May consider putting an estimated range in section L in the RFP.
55. Will DTRA consider hosting another Industry Day at Ft Belvoir.
DTRA Response: No.
56. Will DTRA accept unsolicited white papers or executive briefings from industry?
DTRA Response: No face-to-face executive briefings will be taken. However, a white paper (or briefing slides) to exhibit capabilities to will be allowed. Be advised, only one submission per company will be reviewed. Please see submission rubric below:

Organization Conflicts of Interest (OCI) Clause:
For reference, reproduced below is the DTRA Local Organizational Conflicts of Interest (OCI) Clause.
252.209-9000 ORGANIZATIONAL CONFLICTS OF INTEREST (FEB 2011)
a. Purpose. The primary purpose of this Clause is to aid in ensuring that:
(1) the Contractor's objectivity and judgment are not biased because of its past, present, or currently planned interests (financial, contractual, organizational, or otherwise) which relate to work under this Contract,
(2) the Contractor does not obtain an unfair competitive advantage by virtue of its access to non-public information regarding the Government's program plans and actual or anticipated resources, and
(3) by virtue of its access to proprietary information belonging to others, the Contractor does not obtain any unfair competitive advantage.
b. Scope. The restrictions described herein shall apply to performance or participation by the Contractor and any of its affiliates or their successors in interest (hereinafter collectively referred to as "contractor") in the activities covered by this Clause as prime contractor, subcontractor, cosponsor, joint venturer, consultant, or in any similar capacity.
(1) Maintenance of Objectivity: The Contractor shall be ineligible to participate in any capacity in contracts, subcontracts, or proposals therefor (solicited or unsolicited) which stem directly from the Contractor's performance of work under this Contract. Furthermore, unless so directed in writing by the Contracting Officer, the Contractor shall not perform any services under this Contract on any of its own products or services, or the products or services of another firm if the Contractor is, or has been, substantially involved in their development or marketing. In addition, if the Contractor under this Contract prepares a complete, or essentially complete, Statement of Work to be used in competitive acquisitions, the Contractor shall be ineligible to perform or participate in any capacity in any contractual effort which is based on such Statement of Work or specifications. Nothing in this subparagraph shall preclude the Contractor from competing for follow-on contracts.
(2) Access To and Use of Government Information: If the Contractor, in the performance of this Contract, obtains access to information such as plans, policies, reports, studies, financial plans, or data which has not been released or otherwise made available to the public, the Contractor agrees that without prior written approval of the Contracting Officer, it shall not: (a) use such information for any private purpose unless the information has been released or otherwise made available to the public, (b) compete for work based on such information for a period of six (6) months after the completion of this Contract, or until such information is released or otherwise made available to the public, whichever occurs first, (c) submit an unsolicited proposal to the Government which is based on such information until one year after such information is released or otherwise made available to the public, and (d) release such information unless such information has previously been released or otherwise made available to the public by the Government.
(3) Access To and Protection of Proprietary Information: The Contractor agrees that, to the extent it receives or is given access to proprietary data, trade secrets, or other confidential or privileged technical, business, or financial information (hereinafter referred to as "proprietary data") under this Contract, it shall treat such information in accordance with any restrictions imposed on such information. The Contractor further

A copy of each such written agreement shall be furnished to the Contracting Officer. In addition, the Contractor shall obtain from each employee who has access to proprietary data and Government information (defined in subparagraph b(2)) under this Contract, a written agreement which shall in substance provide that such employee shall not, during his/her employment by the Contractor or thereafter, disclose to others or use for their benefit, proprietary data received in connection with the work under this Contract.
c. Subcontracts: The Contractor shall include this Clause, including this paragraph, in consulting agreements and subcontracts of any tier. The terms "contract," "Contractor," and "Contracting Officer" will be appropriately modified to preserve the Government's rights.
d. Representations and Disclosures:
(1) The Contractor represents that it has disclosed to the Contracting Officer, prior to award, all facts relevant to the existence or potential existence of organizational conflict of interests as that term is used in FAR Subpart 9.5.
(2) The Contractor agrees that if after award it discovers an organizational conflict of interest with respect to this contract, prompt and full disclosure shall be made in writing to the Contracting Officer which shall include a description of the action the Contractor has taken or proposes to take to avoid or mitigate such conflicts.
e. Remedies and Waiver:
(1) For breach of any of the above restrictions or for nondisclosure or misrepresentation of any relevant facts required to be disclosed during this contract, the Government may terminate this contract for default, disqualify the Contractor for subsequent related contractual efforts, and pursue such other remedies as may be permitted by law or this contract. If, however, in compliance with this clause, the Contractor discovers and promptly reports an organizational conflict of interest (or potential therefore) subsequent to contract award, the Contracting Officer may terminate this contract for convenience if such termination is deemed to be in the best interest of the Government.
(2) The parties recognize that it is impossible to foresee each circumstance to which this clause might be applied in the future and that the clause has effect which will survive the performance of this contract.
Accordingly, the Contractor may at any time seek a waiver from the Contracting Officer by submitting a full written description of the requested waiver and the reasons in support thereof. If it is determined to be in the best interests of the Government, the Head of Contracting Activity will grant such a waiver in writing.
f. Modifications: Prior to a contract modification, when the Statement of Work is changed to add new work or the period of performance is significantly increased, the Contracting Officer will request, and the Contractor is required to submit, either an organizational conflict of interest disclosure or an update of the previously submitted disclosure or representation.
g. Termination: The restrictions imposed by paragraph b(1) of this clause will terminate one year after final payment on this contract. Restrictions upon use of government information and the requirement to protect proprietary information are permanent.
h. If an OCI mitigation plan is incorporated into the contract, the detailed implementation of the requirements of this clause is in the Contractor’s OCI mitigation plan attached to this contract.
