15. N/A 16.b. The title of the proposed contract action is Guam Equipment – Corrosion Surveillance, Abatement & Repair (E-CSAR) Program. The Naval Facilities Engineering and Expeditionary Warfare Center is procuring services establishing and supporting all Civil Engineering Support Equipment (CESE), Civil Engineer End Items (CEEI), Material Handling Equipment (MHE), Weight Handling Equipment (WHE), and support vehicles located at Naval Base Guam, Guam. Henceforth in this document; CESE, CEEI, MHE, WHE, support vehicles, and base camp support items as one group will be referred to as ‘Naval Construction and Support Equipment’.
16. c. This contract action is a small business set-aside for services for which the Government intends to solicit and negotiate with only small businesses.
The work includes, but is not limited to, identifying issues that may propagate corrosion, report instances as active corrosion is identified to mitigate abatement and/or repair costs, as well as equipment down time. It is imperative to remove corrosion from affected areas and restore the affected areas to a pristine condition that achieve the established standards. Together, Corrosion Surveillance, Corrosion Abatement, and Corrosion Repair solutions are critical in maintaining the integrity of naval assets and optimizing readiness of the expeditionary forces. The aforementioned measures will prevent disruptions in services that can result in the reduced completion of mission essential tasks at Naval Base Guam.
Procurement Method: Contracting by Negotiation to award an Indefinite Delivery/Indefinite Quantity (IDIQ) Single Award Solicitation for Commercial Items.
The NAICS Code for this procurement is 811310 and the annual size standard is $7.5 (millions of dollars).
The Government may award this contract to more than one contractor. The Government will give fair consideration to all awardees in placing orders based on criteria stated in the solicitation.
The ordering period will be five years with a one-time minimum guarantee. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause.
This is a new procurement. It does not replace an existing contract. No prior contract information exists.
Offerors can view and/or download the solicitation, and any attachments, at https://beta.SAM.gov/ when it becomes available.
The proposed contract listed here is 100 percent small business set-aside. The Government will only accept offers from small business concerns.
The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and safety proposal, and a price proposal for evaluation by the Government.
17. The Place of Performance will be at Naval Base Guam, Guam
18. This acquisition is restricted as a total small business program set-aside.
A sources sought notice N3943019RGUAM for this procurement was posted on November 7, 2019 on beta.SAM. A market survey was conducted that included an assessment of relevant qualifications and capabilities of potentially qualified firms. As a result of the market research analysis, a determination was made to restrict this effort as a total small business set-aside. The NAVFAC EXWC small business office concurs with this decision.
