1.3.3 Task: Conduct Evaluation – Perform the evaluation required by the project scope using data collected during Task 2. The goal of this evaluation is to provide a comprehensive assessment with actionable recommendations that will improve competition, reduce costs, and maintain high-quality and safety standards. The evaluation shall at a minimum cover the major topics listed below.

1.3.3.1 Task: Technical Specifications Assessment – Perform a thorough analysis of the technical specification documents (e.g., prescriptive specifications, appendices, exhibits, sections, attachments, etc.). This includes, but is not limited to evaluating technical requirements and back checking references, codes and standards. Where conclusions or comments apply to one or more of the below tasks, the items should still be depicted in each of the reports associated with the tasks. For each item described in the associated reports, a potential impact shall be assigned.

Impacts for overall cost, time (time associated with design, fabrication and procurement of materials) and the potential impacts to operations and maintenance shall be listed as: None, Low, Medium, High, or Very High. The contractor shall provide a definition for their categorization of each level of impact.

1.3.3.1.1 Task: Industry Alignment – For each document in the Navy's 175-ton portal crane RFP (e.g., prescriptive specifications, appendices, exhibits, sections, attachments, etc.) provide a comprehensive report detailing where the Navy technical documents are not in-line with industry standards. For each occurrence where non-industry conformance is identified, provide suggested revisions to better align with industry standards and identify areas of potential changes without compromising safety and operational effectiveness. For sections that are considered in-line with industry standards, include in the report details where the Navy technical documents may be updated, innovated, improved or otherwise changed to meet or exceed current standards, practices and manufacturing capabilities.
