REQUIREMENT SPECIFICATIONS
EBSA ProSystem FX Engagement Software Licenses and Support Services
Background:
The Office of the Chief Accountant (OCA), Employee Benefits Security Administration (EBSA) is responsible for the enforcement of Employee Retirement Income Security Act of 1974 (ERISA). This is a law which regulates the authenticity of employee benefits packages. The ProSystem FX Engagement license is one of two unique software licenses required to perform mission critical work. The ProSystem and Caseware applications are integral to the work of the Division of Accounting Services (DAS), OCA.
OCA assesses the quality of independent audits performed for ERISA-covered plans. Most CPA firms who perform these audits use the software applications ProSystem and CaseWare to prepare their workpapers. When OCA requests firms provide us with their audit work, firms that use these applications send us what’s referred to as a “binder package” which contains all relevant audit work. OCA uses the software applications to open and review the binder packages to perform enforcement work in their original format, which provides for the most efficient and effective review possible.
The objective of this action is to procure brand name ProSystem FX Engagement Software licenses and maintenance support to enable OCA to effectively and comprehensively review the CPA firm’s binder packages.
