About this file

This is a Request for Information (RFI) response form template for the ACC A2 Intelligence, Surveillance, and Reconnaissance Support (ISR)-Enterprise requirement issued by the Air Force Air Combat Command. The form requests detailed company information including business size, socio-economic status, facility clearance level, and relevant NAICS codes.

The response form seeks input on recommended contract structures, existing IDIQ/MAC/GWAC vehicles, approaches for handling fluctuating FTE requirements across multiple locations, performance metrics, risk factors, maximum FTE/location capacity, transition timing, and workforce retention strategies. Companies must demonstrate their capability to finance and manage large service contracts and provide examples of similar past performance. This RFI is for planning purposes only and does not constitute a formal solicitation for the intelligence support services that will be provided to ACC A2 Intelligence Directorate, subordinate NAFs, Centers, and Wing Staffs.

Additional Information

Is there a contract structure you would recommend to best meet this mission requirement (fixed price types, cost types, incentives, hybrid, etc.)? Please explain.

What IDIQ, MAC or GWAC contracts are you a member of that could support this type of requirement?

The Intelligence community has an ever-evolving mission that will require fluctuations in the level of FTE support required at multiple locations. Knowing this, what recommendations, from a service provider perspective, could you offer to best support the fluidity of this requirement and minimize administrative burden of negotiating/effecting the evolving changes (i.e predetermined price table considerations)?

Based on your experience with similar services, what metrics have you seen or recommend that would best capture contractor mission performance?

What risks do you see that could drive up costs and/or degrade performance?

What is the maximum approximate number of FTEs and geographic locations you could support under this potential contract? Please provide rationale to support the stated number of FTEs/locations.

Are there any concerns, ambiguities, or pertinent information the Government did not address in the draft PWS?

How much transition time would you recommend for this effort and why?

Minimizing staff turnover to promote mission continuity is valued in this requirement. Are there strategies you would employ to promote workforce retention?
