About this file
This is a Justification for Other Than Full and Open Competition (FAR 6.104) filed by the National Geospatial-Intelligence Agency (NGA) Office of Contract Services justifying a sole-source contract extension to the incumbent contractor Peraton.
The NGA's Verification & Validation Division seeks a 6-month sole-source extension to contract HM0476-19-C-0002, consisting of a 3-month base period (June 1 – August 31, 2026) and a 3-month option period (September 1 – November 30, 2026). The extension ensures continuity of mission-critical Test and Evaluation (T&E) services while the government completes source selection for the follow-on Acadia II contract. Services required include image quality and utility assurance, data quality standards development and maintenance, technical support for an independent enterprise verification testing environment, and development/operation/maintenance of automated test tools in cloud and DevOps environments supporting the National System for Geospatial-Intelligence (NSG). The Acadia contract evaluates sensor data and systems/tools/applications processing geospatial intelligence against functional, performance, quality, and interoperability requirements. The justification cites 10 U.S.C. 3204(a)(1) as implemented by FAR 6.103-1 as the statutory authority, arguing that only one responsible source exists and that transition to any other contractor would result in substantial cost duplication and unacceptable delays. The contractor possesses highly specialized personnel difficult to replace, including Photogrammetrists and Image Scientists supporting 70+ full-time equivalents. A SAM.gov synopsis was posted April 29, 2026, and no companies responded with capability statements. The Acadia II recompete was released as full and open competition with a Draft RFP issued March 8, 2024, and source selection is nearing completion. Fair and reasonable pricing will be determined through contractor technical and cost/price proposal analysis per FAR 15.404-1(b)(1).

JUSTIFICATION
FOR OTHER THAN FULL AND OPEN COMPETITION
PURSUANT TO FAR 6.104
FAR 6.1 Justification for Other Than Full and Open Competition, v1.0, 03/19/2026 1 | P a g e
CONTROL NUMBER:
1. IDENTIFICATION OF THE AGENCY AND THE CONTRACTING ACTIVITY.
National Geospatial-Intelligence Agency (NGA) / Office of Contract Services (OCS)
2. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED.
Verification & Validation Division (TAV) requires the sole-source award of a 6-month extension (comprised of one 3-month base period and one 3-month option period) to the Acadia contract, HM0476-19-C-0002, for the incumbent contractor (Peraton) to ensure continuity of mission critical services during the competition and transition (if required) of the follow-on contract (Acadia II).
3. ESTIMATED VALUE AND PERIOD OF PERFORMANCE OR PROJECTED DELIVERY SCHEDULE.
a. ESTIMATED VALUE ($M):
b. PERIOD OF PERFORMANCE, INCLUDING ALL OPTION PERIODS, OR PROJECTED DELIVERY SCHEDULE:
3-month Base Period 11; 01 JUN 2026 31 AUG 2026;
3-month Option Period 12; 01 SEP 2026 30 NOV 2026;
4. IDENTIFICATION OF THE STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN
COMPETITION.
The statutory authority permitting other than full an open competition is 10 U.S.C. 3204(a)(1) as implemented by FAR 6.103-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."
5. DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE AGENCY S NEEDS.
N V requires continued engineering and scientific services to support program requirements and to provide National and Allied Partners across the
Department of War (DOW) and Intelligence Community (IC) with quality imagery products and tools.
Department of War (DOW) and Intelligence Community (IC) with quality imagery products and tools that support tasking, collection, processing, exploitation, and dissemination (TCPED) of geospatial intelligence. The Acadia contract provides Test and Evaluation (T&E) services in the form of image quality and utility assurance services, production and maintenance of data quality standards and scales, technical support and management of an independent enterprise verification testing environment, and

FAR 6.1 Justification for Other Than Full and Open Competition, v1.0, 03/19/2026 2 | P a g e development/operation/maintenance of automated test tools in both cloud and Development and Operations (DevOps) environments to ensure effective operation of GEOINT capabilities. Acadia evaluates sensor data from various sources, and the systems/tools/applications/services that process, exploit, or disseminate data and products against functional, performance, quality, and interoperability requirements and specifications.
6. DEMONSTRATION OF THE PROPOSED CONTRACTOR S UNIQUE QUALIFICATIONS OR THE NATURE OF
THE ACQUISITION THAT REQUIRES USE OF THE AUTHORITY CITED.
This action is justified pursuant to FAR 6.103-1(c)(2), this is a follow-on contract for the continued development of a major system or provision of highly specialized services, and it is likely that award to any other source would result in substantial duplication of cost or unacceptable delays.
The Acadia contract provides a high-level of specialized support to NGA. Namely, the prerequisite skills, education/qualifications, and experience encompassed with labor is highly technical, and very difficult to fill, to include the Photogrammetrists and Image Scientists.
Due to the highly technical nature of the 70+ FTE support, an extension is necessary to continue mission services while the Government completes the Acadia II Source Selection activities. It is not possible for any other contractor to provide the necessary support within the timelines required. A contractor outside the incumbent would need a transition period, following soliciting and vetting capabilities to
-up and demonstrate the viability to achieve full control of performing the Acadia service requirements that entail functional knowledge of the National System for Geospatial-Intelligence (NSG), system engineering processes and procedures, as well as image science principles enabling design, development, and execution of a comprehensive testing and verification program for image and sensor data quality. Additionally, delays in staffing due to highly specialized and difficult to fill positions would result in T&E services not being met as well as possible degradation of image and sensor data quality.
As a consequence of the time required for knowledge transfer and the difficult to fill positions, any transition to a non-incumbent contractor before the award of Acadia II would result in unacceptable delays or interruptions to mission services supplied by Acadia original milestones for the procurement of follow-on services outlined a schedule that would be sufficient in acquiring the continuation of services and allowing a transition period. However, the schedule has been impacted due to
. In addition, . Therefore, additional time is required for the
Government to complete source selection activities and ultimately reach a best value decision and establish a new vehicle to transition services.
The current contractor is the best feasible solution for the Government. They possess experience and expertise in areas such as Configuration Management and Business Process, Software Application and Web Development, Cloud Engineering, Test Tool Development and Automation, Development-Security- Operations (DevSecOps) and GEOINT Services Testing, GEOINT Product Quality Engineering, GEOINT Product Quality Risk Analysis and Assessment. The Contractor is able to employ and utilize qualified personnel with the appropriate combination of education, training and experience for labor that is
FAR 6.1 Justification for Other Than Full and Open Competition, v1.0, 03/19/2026 3 | P a g e highly technical, and very difficult to fill such as the Photogrammetrists and Image Scientists. The Contractor has been able to ensure the performance of individuals in these highly specialized areas and overall required level of man-hours meet the contract requirements.
ty to drive technology to meet analytic needs and take full advantage of new sensors and advances in technology and tools will be severely impacted. NGA will be unable to develop and modify training on new sensors, tools, techniques, and standards for the National System for Geospatial Intelligence (NSG) and international partners.
The Government cannot afford a gap in service for the testing work performed by the TAV office, especially with imagery validation. The testing enables and ensures the imagery meets the standards for use in analysis. The critical function of imagery validation performed during testing provides more precise imagery, and thereby, improves reporting in the protection of the United States and its Foreign Partners.
7. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED FROM AS MANY
POTENTIAL SOURCES AS POSSIBLE.
A synopsis of this proposed sole source action was posted to the SAM.gov website on 29 April 2026. Per FAR 5.207(c)(16), interested companies may submit a capabilities statement which shall be considered by NGA. Per DFARS PGI 206.302-1, the result of this synopsis was that NGA did not receive a capability statement from any interested companies.
In collecting market research for the follow-on, Acadia II, the Government identified other vendors that may be interested and potentially capable of performing a portion of the work identified for the Program. The Acadia II solicitation was released as a full and open competition and is currently in the source selection process of proposal(s) received. This proposed sole source action will enable NGA to continue to navigate through the complexities of the selection process and achieve an award within the extension period.
8. CONTRACTING OFFICER DETERMINATION THAT THE ANTICIPATED COST TO THE GOVERNMENT WILL
BE FAIR AND REASONABLE.
Before award of the contract extension, the Contracting Officer will determine a fair and reasonable price for the resulting contract action. The contractor will provide a technical and cost/price proposal that will undergo the appropriate analysis to ensure the negotiation of an adequate approach to fulfill the requirements at a fair and reasonable price, pursuant to FAR 15.404-1 (b)(1).
9. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE RESULTS OR A STATEMENT OF THE
REASON MARKET RESEARCH WAS NOT CONDUCTED.
Market research for the proposed action was conducted to publicize a notice of intent to industry, as detailed in Section 7.
FAR 6.1 Justification for Other Than Full and Open Competition, v1.0, 03/19/2026 4 | P a g e
10. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION.
N/A
11. LISTING OF SOURCES, IF ANY, THAT EXPRESSED, IN WRITING, AN INTEREST IN THE ACQUISITION.
As detailed in Section 7 above, no company responded expressing interest in the proposed contract action deriving from this justification.
12. STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY
BARRIERS TO COMPETITION BEFORE ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES
REQUIRED.
The Acadia program issued the recompete of the requirements as a full and open competition with the intention to transition to the new contract vehicle after it is awarded.
A request for Information (RFI) for the recompete, Acadia II, was posted on the unclassified Acquisition Research Center (ARC) website in NOV 2022, to which potential vendors responded. Sources that expressed interest and responded to the Acadia II RFI as a Prime bidder are identified as follows:
Companies that responded to the Acadia II Draft RFP with questions include
The Government's research found that no other NGA engineering contract satisfied the schedule or technical requirements. Furthermore, no existing, Government-wide acquisitions contracts provided access to vendors with the requisite technical skills to perform NGA's image quality mission.
Due to the results of the market research conducted, a full and open competition was determined to be the best strategy for the Acadia II contract and a Draft Request for Proposal (RFP) was released on 08 March 2024. The recompete is currently nearing the end of its source selection phase, and this extension will allow for its completion without interruption of critical services to NGA.
