DISCLAIMER
Today’s remarks by Government officials should not be considered a guarantee of the Government’s course of action in proceeding with the project.
The information shared today reflects current Government intentions and is subject to change based on a variety of circumstances, including internal and external comments. The formal solicitation is the only document that should be relied upon in determining the Government’s requirements.
Opening Remarks Provide cradle to grave support for air traffic control and landing systems (ATC&LS) in military operational environments. Our in-service engineering tasking provides the means that ultimately reduces life-cycle cost while providing a smooth and continuous flow of advanced technology to the Fleet.
Our goal is to provide ATC and Precision Approach and Landing capability both at sea and ashore to bring the warfighter back safely
Mission Statement
NAVAIR Public Release 2016-521 Distribution A - "Approved for public release; distribution is unlimited"
Area Control Systems Branch Overview
Standard Terminal Automation Replacement System (STARS) AN/FSQ-204 Operational Support Facility (OSF) FACSFAC Air Control Tracking System (FACTS) AN/FYK-39 / OJ-753 Marine Corps Integrated Range Status System (IRSS) Air Traffic Navigation, Integration, and Coordination System (ATNAVICS) AN/TPN-31 Airfield Mobile TACAN (AMTAC) AN/TRN-47(V)2 Unmanned Aircraft Systems (UAS) Ground Based Sense and Avoid (GBSAA) Non-Organic Radar Access (NORA) Control Reporting Center Simulation Package (CRCSP)
Standard Terminal Automation Replacement System (STARS) AN/FSQ-204 Operational Support Facility (OSF) Background STARS provides a state-of-the-art Joint DoD/FAA Digital Automated air traffic control system for managing terminal area airspace. STARS receives radar data and flight plan information and presents the information to air traffic controllers on high resolution, 20" x 20" color displays allowing the controller to monitor, control, and accept hand-off of air traffic.
Objective Provide operational support for STARS a state-of-the-art air traffic control system for managing terminal area airspace for the Department of Defense (DoD). Provides cradle to grave full life cycle support for STARS hardware and software and “resident expert” to resolve site unique issues after Initial Operational Capability (IOC). Provides remote and on-site technical assistance.
“Department of Defense's (DoD) only Operational Support Facility (OSF) for the Standard Terminal Automation Replacement System (STARS). Incorporates NEXTGEN air traffic control technology into all DoD terminal ATC systems world-wide.”
FACSFAC Air Control Tracking (FACTS) AN/FYK-39 & OJ-753A Background The AN/FYK-39 is an automated, air traffic control and surveillance system that combines data from 16 radars and tactical link. FACTS monitors commercial and military aircraft and ships using information from FAA and DOD radars and Tactical Data Systems. PMA213 has tasked NAWCAD 4.11.7.3 St. Inigoes, MD to resolve Software Trouble Reports (STR), implement software updates, perform software and hardware configuration management, provide depot support and generate software Engineering Change Proposals (ECP) for the AN/FYK-39 and OJ-753.
Provide technical and engineering support for the FACTS hardware and software baseline to maintain system reliability and usability.
“FACTS is used 24/7 to ensure the safe use of special use airspace by military and civilian aircraft.”
Distribution A - "Approved for public release; distribution is unlimited"
Air Traffic Navigation, Integration, & Coordination System (ATNAVICS) AN/TPN-31 Background ATNAVICS is a completely self-contained system, mounted on two High Mobility, Multi-purpose, Wheeled Vehicles (HMMWVs), which provides rapid response air traffic control services at Marine Corps airfields and tactical landing sites.
ATNAVICS is the only radar ground controlled approach system mounted on tactical mobile vehicles that is transportable in a C-130 aircraft. It provides a rapid air traffic control response for both tactical operations and civil disasters.
Provide technical and fleet support for the ATNAVICS hardware and software baseline to maintain system reliability and usability.
“ATNAVICS provides the Marine Corps with a highly mobile air traffic control capability.”
Airfield Mobile TACAN (AMTAC) Part 1 Engineering Change Proposal (ECP) Background The AN/TRN-44A currently faces numerous parts obsolescence issues and does not meet the current mobility requirement for Fleet Marine Force. The Statement of Need (SON) requires a hardware solution that supports commonality with the existing AN/TRN-47 Man Portable TACAN while maintaining capabilities at least equal the AN/TRN-44A. The solution will consist of a variable height antenna, provide wireless connectivity for remote monitoring, contain dual stack receiver/transmitters (R/Ts), and provide an antenna control/switching unit in a trailer mounted configuration.
Objective Develop a hardware solution that meets the requirements of the SON resulting in the modernization/mobilization of the functionality within the legacy AN/TRN-44A. The resultant system will be suited for all Marine Expeditionary TACAN requirements and Main Jet Base operations.
“TACAN Modernization provides the Marine Corps a smaller, lighter, faster Distance Measuring Equipment (DME) to bring them home alive.”
Ground Based Sense and Avoid (GBSAA) Background Office of the Secretary of Defense has funded projects to explore how Unmanned Air Systems (UAS) may operate in the National Air Space (NAS) with civilian aircraft. The goal of Cherry Point GBSAA is to establish a COA with the FAA to enable integration of the Shadow UAS operations within specific Class E airspace, the Operational Transit Volumes, that are located between the MCAS Cherry Point Class D Surface Area (CDSA) and the Restricted Areas, without the aid of chase planes or observers.
Objective Maintain the GBSAA Operator console (GOcon) at NAS Cherry Point to support unmanned aircraft systems (UAS).
Provide GOCon subject matter expert (SME) assistance to the Navy GBSAA team to obtain a Certificate of Authorization (COA) to meet the critical USMC UAS squadron pre-deployment.
“GBSAA is used to provide safe transit of Unmanned Aircraft Systems (UAS) within the National Airspace System (NAS).”
Non-Organic Radar Access (NORA) Background The Non-Organic Radar Access (NORA) was developed for use with the AN/TYQ-23 Modular Control Equipment (MCE). It combines up to 16 channels of radar data into a single integrated air picture and transmits it to the AN/TYQ-23. Without this interface the MCE is only capable of receiving its organic radar the TPS-75.
Objective Provide NORA system integration, engineering, technical and acquisition support to the 650 Electronic Systems Squadron.
Perform a NORA software refresh. With the new software build, NORA will be capable of receiving IP based radar feeds to include ASTERIX, SGF, and ECG.
“NORA enhances the AN/TYQ-23 detection distance allowing the war fighter to safely control friendly forces and detect enemy aircraft at farther distances.”
Control and Reporting Center (CRC) Simulation Package (SP) Background CRCSP is a PC-based subsystem suite developed by Distributed Mission Operations Center (DMOC), to conduct stand alone and networked CRC mission crew training. It will enable a CRC full mission crew, small teams, or individuals to train in a stand-alone or networked mode with other DMO participants through a full range of composite force employment options. It is capable of processing and displaying an accurate CRC sensor representation of virtual, constructive, and live forces generated locally or in the DMO environment.
Objective Provide CRCSP operational, technical, logistical, and system engineering support to include, but not limited to, engineering, design, procurement, integration, testing, training, and life cycle support.
“CRCSP is used to realistically prepare the war fighter in the coordination and control of aircraft and air defense weapons.”
