STATEMENT OF NEED
PART 1
INFORMATION
Background:
NOAA Fisheries Service, Southeast Region has an Electronic Records Management System (ERMS) that is powered by Laserfiche technology. The region is physically located in a hurricane evacuation zone 1 which will suffer flood damage upon torrential tropical storms.
The Southeast Regional Administrator expressed a desire to implement an Electronic Records Management System and has taken the necessary steps to ensure its implementation within the Southeast Regional Office. With formal records management practices being the corner stone of conducting business within the government, the system now serves as our official records repository. NOAA has issued - NOAA Administrative Order (NAO) 210-2, Vital Records Program. This Order defines plan for the selection, protection, transmittal, and maintenance of vital records indispensable to emergency functions and describes responsibilities associated with the program. The Order reflects NOAA’s programmatic approach to vital records maintenance, the modification of policies and procedures to recognize the increased reliance on technology, and a better delineation of the responsibilities of individuals involved in maintaining and operating the program and how an investment in this project supports the mission.
As of today, SERO has successfully digitized its entire Region - legacy paper documents, critical and permanent records into its ERMS, this includes field offices. Our ERMS consists of two (2) repositories one for records management and the other for document management (DM). We have multiple workflow automation sessions that run daily. Remote web access for field is available. The system enables staff to create, edit, collaborate, route and approves documents without using paper.
