1) Seawater Waste System Controls And Operation:
a) Two ultrasonic level control systems are installed in the main Seawater Waste Collection Sump (one in each half of the sump) in the seawater equipment room to control the operation of the seawater waste treatment system. Both sumps shall normally be valved open and the level sensors shall be redundant. When a sump is closed for maintenance the plant operator shall disable the corresponding sensor via the MMI and the other level sensor shall be used to control the pumps.
b) The level sensors shall indicate high and low levels as outlined herein and shall be interlocked to various pumps as outlined below.
c) One low level sensor shall cut-out the seawater waste treatment pumping system (pumps Pmp-106, Pmp-107, & Pmp-108) and the other shall indicate a trouble alarm. The extreme high level sensor shall be a high water alarm and shall indicate an emergency alarm condition. The normal high water level sensor shall cut-in the lead pump for the seawater waste treatment system. The second high water sensor cuts-in the second pump. If the water level in the seawater waste collection sump continues to rise a third level shall cut-in the third (redundant) pump and shall indicate an emergency and trouble alarm. Essentially, the seawater waste treatment system comprises a pumped filtration and ozonation system that operates continuously between two levels in the collection sump. If the lead pump cannot keep up with the flow of contaminated seawater then the second pump cuts-in. All pumps cut out at the low level in the collection sump. Additionally, lag and standby pumps cut out 0.15 meter above low level. The control system shall include visual alarms. Elapsed runtime shall be monitored for each pump and the lead/lag/standby designations shall be reassigned accordingly on a weekly basis, except that PMP-108 shall always be lead. Lead pump operation may also be initiated by the operator thru the MMI. Pump-108 is VFD controlled, and it’s speed shall vary proportionally between lag start and lad stop set point in the seawater waste collection sump.
d) Backwash Surge Tank Pumps Pmp-110 & Pmp-111:
i) The DDC shall control pumps Pmp-110 & Pmp-111 in a primary/standby configuration and monitor the seawater backwash waste holding tank. A panel-mounted Operator Interface will be provided for redundant monitoring and control of the seawater system.
1) Main Filter House:
a) When the seawater system is on, a Filtered Seawater Supply Valve (MV13 or MV14) shall open for the active reservoir, selected by the plant operator thru the MMI. Either or both reservoirs may be selected.
b) When the seawater system is on a Seawater Filter Valve (SFV1a or SFV1b, typical of 6 filters) shall open for the active Gravity Sand Filters (selectable by the plant operator thru the MMI). Line a or line b valves shall be selected for the corresponding duplex supply line by monitoring the selection made by the operator with a switch at the Well Control Panel.
c) Ultrasonic level sensors are provided in the Gravity Sand Filters (LS5, LS6, LS7, LS8, LS9, and LS10). Levels shall be monitored in the active Gravity Sand Filters and if the level of seawater rises above an adjustable setpoint an alarm shall sound and the filter inlet valve shall close.
d) Ultrasonic level sensors are provided in the Filtered Seawater Reservoirs (LS11 and LS12) to provide rate control of the seawater supply pumps and to sound an alarm if the level of seawater in the active reservoir drops to a pre-determined level, to protect the distribution system from running dry. This condition will signify that the demand of unfiltered seawater exceeds the filtered seawater supply capability. If the level of seawater in the active reservoir rises to a pre-determined level an alarm shall also sound. These alarms will be announced and monitored.
e) There is a single backwash supply pump (PMP-301) that provides filtered seawater for backwashing the gravity sand filters. The on-off operation of this pump is controlled by the backwash controller that cycles the backwash procedure of each gravity sand filter. Operation of the pump shall be synchronized with the active FSW Reservoir BW Supply Valve (MV11 or MV12).
f) There is a rotary air blower that is used to scour the gravity sand filter beds prior to backwashing them with filtered seawater. The on-off operation of this air blower is controlled by the backwash controller as for the backwash pump.
g) All motor controls shall be the HOA (Hand-Off-Automatic) type that will allow any pump to be manually operated.
2) Gravity Sand Filter Backwash Control Sequence
a) The level of the active Filtered Seawater Reservoir shall be monitored. If the level is below a predetermined set point and no other Gravity Sand Filters are active when a backwash is called for, then initiation of a backwash sequence shall be inhibited and an alarm shall sound.
b) Each of the six gravity sand filters will be backwashed on a regular basis. The frequency of automatic backwashing each filter cell will be determined by the experience of the seawater system operating staff. The frequency of backwashing will vary seasonally. The backwashing procedures will be initiated by a timeclock controller. There will be an overriding ultrasonic level controller in the filter cells that will initiate the backwash cycle in the event that the time clock controller does not initiate the backwash cycle prior to the filters becoming dirty or clogged, requiring backwashing. The automatic backwash control system shall include manual override features to allow initiation or cancellation of the backwash cycles.
c) Each filter is supplied with unfiltered seawater from the main seawater supply pumps. There are two supply lines; one will be in use, the other will be either purged with fresh water to control the build-up of marine fouling organisms in the pipelines or it will be drained.
d) Each filter will have several electrically operated valves on the various piping connections to the filter, as follows:
i) Seawater Filter Valve 1a - on the influent line to the filter from the Seawater Supply Line 1.
ii) Seawater Filter Valve 1b - on the influent line to the filter from the Seawater Supply Line 2.
iii) Seawater Filter Valve 1c - on the filtered water discharge line to the Filtered Seawater Reservoirs.
iv) Seawater Filter Valve 1d - on the backwash waste line from the filter backwash drainage trough.
v) Seawater Filter Valve 1e - on the backwash water supply line from the backwash water supply pump and connected to the filtered water discharge line.
vi) Seawater Filter Valve 1f - on the air scour line from the air blower supply header.
vii) These valve designations repeat for filters 2 through 6.
e) A typical backwash sequence will be as follows:
i) Step 1
(1) All filter valves shall close.
(2) Reservoir BW Supply Valves shall be confirmed closed.
(3) Air Blower and Backwash Supply pump shall be confirmed off.
ii) Step 2
(1) The filter BW Outlet valve 1d shall open.
iii) Step 3
(1) The air blower shall start, and upon confirmation of sufficient pressure in the air scour supply line, the filter air scour inlet valve 1f shall open.
(2) This step shall continue for 2 minutes.
iv) Step 4
(1) The filter air scour inlet valve 1f shall close and then the air blower shall stop.
(2) The system shall pause for 2 minutes to allow air evacuation thru the filter air relief tube.
v) Step 5
(1) The filter BW Inlet valve 1e shall open.
(2) The active reservoir BW supply outlet valve shall open.
(3) When the filter BW Inlet valve and reservoir BW supply valve are confirmed open, the backwash circulation pump shall start.
(4) This step shall continue for 4 minutes.
1) Wet Well Pumphouse:
a) Each of the three main submersible turbine seawater supply pumps, Pmp-401, Pmp-402 and Pmp-403 has a capacity of 50.46 l/s. Two pumps will operate in a lead/lag configuration. The third pump will be (redundant) standby. Each pump will include a variable frequency drive to control the output (flow rate) of each pump. In the case of lead or lag pump failure; the failed pump shall de-energize, the standby pump shall activate and an alarm shall sound. The lead, lag and standby pumps shall alternate to equalize runtime. The pump with the least runtime shall be evaluated on a weekly basis and shall be switched to the lead pump, the pump with the most runtime shall be switched to the stand-by pump. Runtime / Lead pump evaluation may also be initiated by the operator thru the MMI.
b) A magnetic flow meter will be provided in each of the duplex raw seawater main lines to the filter house (FM1 & FM2). When the seawater system is on (selectable through the MMI) the active filters shall open and the lead seawater supply pump shall start. The output from the active main line magnetic flow meter (selected by the operator with a switch at the Well Control Panel) will be used to monitor the seawater delivery flow rate. The plant operator will select which reservoir to use through the MMI. Level sensors in the active Filtered Seawater Reservoir (FSWR1 or FSWR2) will regulate the lead and lag seawater pumps variable frequency drives and thus control the seawater delivery flow rates to maintain the level of the active reservoir to setpoint. If the lead pump is at 100% speed and the active FSW Reservoir cannot maintain its level setpoint the lag pump shall start and both pumps shall operate in unison to maintain the reservoir level setpoint. If the reservoir is at or above setpoint and both pumps are operating at or below 74% speed for a time interval of 15 minutes the lag pump shall stop. A pump shall be allowed to run at minimum speed and cause the active FSW Reservoir level to exceed the level set point and cause overflow. This system of control will match the flow rate of the main seawater supply pumps to the actual system flow demand.
c) There will be an ultrasonic level controller located in the wet well. This controller shall be setup to override the main reservoir level controller in the event that the water level in the wet well starts to drop below a predetermined level. In this event the ultrasonic controller will reduce the flow rate of the operating seawater supply pump to match the reduction of flow into the wet well. If the level of the seawater in the wet well continues to drop below a safe operating level (an alarm condition) then the controller shall shut off the operating submersible turbine pumps. When the level drops to this unsafe level the controller shall shut down the pump and an audible and visual alarm shall be activated. This alarm condition shall be recorded on the central control system.
All motor controls shall be the HOA (Hand-Off-Automatic) type that will allow any pump to be manually operated.
