SOLE SOURCE JUSTIFICATION –

LIMITED SOURCES JUSTIFICATION –

BRAND NAME JUSTIFICATION – ABL-15229

URGENCY JUSTIFICATION –

(APPLICABLE TO PURCHASES $3,000 - $150,000)

1. Contracting Activity.

DOC/NOAA/NMFS

AFSC, AUKE BAY LABORATORIES

TSMRI

17109 PT LENA LOOP RD

JUNEAU, AK 99801

2. Nature and/or description of action being approved.

The Programmable Logic Controllers (PLC) are being replaced with a system that must be compatible with the Advanced Logic WebCtrl building automation system.

3. Description of action and the supplies and/or services required to meet the agency’s needs.

The sea water control systems for the Ted Stevens Marine Research Institute are currently controlled by an Allen Bradley SLC/500 PLC system that is monitored by an Automated Logic building automation system. The need is to replace the SLC/500 PLC with an extension of the Automated Logic WebCtrl DDC system and eliminate the PLC.

The resulting integrated system will mean that one system architecture will control the entire facility, and address programming incompatibilities between the PLC and DDC architecture. The contractor will be able to create a seamless interface between sea water systems and the DDC which will serve better for programming and troubleshooting unanticipated issues.

The contractor will be responsible for design of the new system, removal of the old system, and installation, programming, and testing of the new system while keeping the sea water system operational.

4. Authority permitting other than full and open competition.

FAR 8.405-6(a) & (b) - Restricting Consideration under GSA Federal Supply Schedules (including urgency, brand name, etc)

FAR 13.106-1(b) – Soliciting from a single source (including urgency, brand name, exclusive licensing agreements, etc)

5. A demonstration that the proposed contractor’s unique qualifications or nature of the acquisition requires the authority cited.

The Automated Logic line of building automation systems was installed at the Ted Stevens Marine Research Institute after an open solicitation. This limits expansion of the system, or integration of the sea water system into the system to Automated Logic components and software to Automated Logic hardware and software.

6. A determination that the anticipated cost to the Government will be fair and reasonable.

Orders issued under this class limited sources justification represent the best value NOAA as the agreed to prices will be based upon competitive quotes received from authorized retailers of the brand in a competitive environment. Therefore the price paid will represent the best value and result in the lowest overall cost alternative to meet the needs of NOAA

7. A description of the market research conducted and the results (attach documentation as necessary).

We investigated alternative means of upgrading the PLC system. The price is understood to be in the same cost range whether we install an Automated Logic extension, or replace the PLC with a newer design. However, the replacement PLC would still have compatibility issues, and would result in the need to have multiple contractors available to troubleshoot problems during a casualty.

8. Brand Name Justification:

The Automated Logic line of building automation systems was installed at the Ted Stevens Marine Research Institute after an open solicitation. This limits expansion of the system, or integration of the sea water system into the system to Automated Logic components and software to Automated Logic hardware and software.

9. Any other facts supporting the use of other than full and open competition.

The expansion of the Automated Logic WebCtrl building automation system must be done with Automated Logic components. Other manufacturer’s components are not compatible with the Automated Logics systems

10. A listing of sources, if any, that expressed an interest in the acquisition.

Meridian Systems, Anchorage, Alaska.

11. A statement of the actions the Agency may take to remove or overcome barriers to competition.

The Building Automation System was solicited as a competitive open purchase in August 2012.

The system that was chosen represented the best value to the government. Now we must work within the limitations of this installed system until sometime in the future when the system will need to be upgraded as technology changes.

I certify that this justification is accurate and complete to the best of my knowledge and belief and the evidence presented herein forms the basis of, and supports the action being approved.
