3. Requirements
3.1. General Requirements. First set of propellers.
3.1.1. The Contractor shall arrange for preparation and shipping of the first set of propellers to the Contractor’s facility from MOC‐A. MOC‐A is located at 439 West York Street, Norfolk, VA 23510. The first set of propellers has already been placed on pallets and includes blade tip protection. Contractor shall ensure current packaging is sufficient to protect the propellers during Contractor’s chosen method of shipping. Contractor shall be responsible for and have custody of the propellers just prior to shipment.
3.1.2. The Contractor shall modify the two propellers as specified in Section 3.2.
3.1.3. Upon completion and written acceptance of each propeller modifications from the NOAA REP, the Contractor shall arrange for preparation and shipping of the modified propellers from the Contractor’s facility back to
MOC‐A.
3.2. Scope of Work. The general scope and sequence of tasks for both sets of propellers shall be as follows:
3.2.1. The Contractor shall modify two propellers, one left hand rotation and one right hand rotation, in accordance with NAVSEA drawing 245‐8445988. The modification consists of a trailing edge cutback from approximately 0.60R to the 0.975R, and contour change in the cutback area on the pressure face of the propeller.
3.2.2. The Contractor shall make pressure face half templates (gages) for the 0.60R, 0.70R, 0.80R 0.90R, 0.95R and 0.975R in accordance with NAVSEA drawing 245‐8445988. Propeller setup and inspection with templates shall be in accordance with NAVSEA S9245‐AR‐TSM‐010/PROP. NOAA reserves the right to witness any or all of this evolution and to validate proper propeller setup. Maximum clearance between the template and the propeller shall be
0.015 inch.
3.2.3. The Contractor is cautioned that the propeller material is manganese bronze. Methods of material removal and modification shall be such that the propeller surface temperature shall not exceed 120oF, or 50oF above ambient temperature. The Contractor shall ensure an effective means of determining surface temperature is established, referenced, and documented throughout the propeller modification. NOAA reserves the right to witness any or all of this evolution and to validate surface temperatures do not exceed 120oF, or 50oF above ambient temperature. Exceeding these values shall result in the requirement to stress relieve the propeller at the Contractor’s expense. Stress relief, if required, shall be in accordance with DoD‐STD‐2185. Welding is strictly prohibited without prior approval of NOAA.
3.2.4. Contractor shall provide NOAA five business days advanced notice prior to start of any propeller modification. Contractor shall also provide expected duration of propeller modification.
3.2.5. The propeller surface finish after modification shall be in accordance with NAVSEA drawing 245‐ 8445988.
3.2.6. Trailing edge templates shall be delivered to NOAA after the completion of propeller modifications.
3.2.7. The Contractor shall provide a schedule of key events and milestones which includes all production, testing, and inspection activities. Contractor shall notify the COR via email every two weeks with any changes to key events and milestones.
4. Verification
4.1. Testing. The Contractor shall provide NOAA a minimum of advance notification of all testing, balancing or other significant events to allow NOAA the ability to witness any or all evolutions.
4.1.1. Static Balancing: After propeller modifications, the propellers shall be statically balanced in accordance with ISO 484/2 and NAVSEA drawing 245‐8445988.
4.1.2. Pre‐Modification Visual Technical Inspection: After arrival at the Contractor’s facility and removal of propeller preservation and packaging, the Contractor shall perform a Visual Technical Inspection in accordance with NAVSEA S9245‐AR‐TSM‐010/PROP. An inspection report shall be submitted to NOAA for review and approval prior to the commencement of any work.
4.1.3. Post‐Modification Dye penetrant aided Visual Technical Inspection: After completion of propeller modifications and prior to shipping to MOC‐A, the Contractor shall perform a dye penetrant aided Visual Technical Inspection in accordance with NAVSEA S9245‐AR‐TSM‐010/PROP. The inspection report shall be submitted to NOAA for review and approval prior to shipping.
4.2 Reports.
4.2.1 Condition Found: Upon receipt at Contractor’s facility an inspection shall be performed and report developed for each propeller that includes the condition which was found upon close inspection. It is intended that the observations will find all relative conditions, both those requiring repairs and those not. The contractor will report all conditions, normal and degraded. When reporting “As Found” condition the information shall be stated, clearly, concisely, and with enough detail so as to allow for preparation of a work statement and estimate, if required. Include annotated sketches, graphs, and photographs when necessary to make a report clearly understandable to the NOAA REP. Identify actual readings/dimensions taken. Submit one legible copy, in hard copy or electronic media, of a report with supporting data within 15 days of receipt of propellers at the Contractor’s facility.
Condition found report shall include, at a minimum, the following:
Visual Inspection of all propeller exterior surfaces to identify cracks or other discrepancies.
Blade face or back damage including pitting or cavitation.
Leading and trailing edge damage.
Hub damage or deformities.
4.2.2 Post Modification: A report shall be provided containing the results from each set of tests in section
4.1. and shall include, at a minimum, the following:
Blade width (cord length).
Template measurements at the 90%, 95%, and 100% offset stations.
Temperature readings.
Surface finish results.
Propeller weight.
Balancing results.
Dye penetrant aided Visual Technical Inspection of all propeller exterior surfaces made after propeller modification with results compared to the Visual Technical Inspection made prior to propeller modification.
4.2.3 The Contractor shall submit a complete report to NOAA documenting the results of each test within 15 days of conducting the test. One electronic copy shall be provided in PDF.
4.2.4 Each report shall describe the test results to include tabulated, easily verifiable charts showing pass‐ fail criteria and measured data values. The report shall have a written conclusion section explaining the results and verify the compliance with all contract requirements.
5 Meetings:
5.1 Kickoff Meeting / Facility Inspection – Meeting to occur at the Contractor’s facility no later than 15 days following contract award. Contractor shall designate a single technical point of contact for the Contractor.
6 Delivery
6.1 The Contractor’s price shall include all freight cost and delivered FOB destination.
6.2 The Contractor shall receive written approval from the NOAA REP prior to any shipping.
6.3 The Contractor shall ensure propellers are preserved and packaged in accordance with MIL‐DTL‐2845E prior to any shipping.
7 Option
7.1 General Requirements. Second set of propellers.
7.1.1 Upon Option award, the Contractor shall arrange for preparation and shipping of the second set of propellers to the Contractor’s facility from MOC‐A. MOC‐A is located at 439 West York Street, Norfolk, VA 23510. The Second set of propellers will already be packaged in accordance with MIL‐DTL‐2845E.
Contractor shall ensure current packaging is sufficient to protect the propellers during Contractor’s chosen method of shipping.
