AB133M-12-RQ-1209 Amendment 05 Page 2 of 5 SF 30 Continuation Sheet
SUMMARY OF CHANGES:
1) Questions from potential quoters and the Government’s responses are as follows:
REFERENCE 1: Specification Paragraph: 3.2.2; Gage Inspection: Specification for gage manufacture IAW NAVSEA DWG 245-8445988, with gage application IAW NAVSEA S9245-AR-TSM- 010/PROP. The typical inspection criteria for the finished gages is not specified.
QUESTION 1: Is post manufacture inspection of the edge gages not required? Or, would contractor use of NAVSEA S9245-AP-TSM/010/PROP for guidance related to post gage manufacture inspection be acceptable?
Note: Standard operating procedure would be to inspect the gages IAW guidance provided by NAVSEA S9245-AP-TSM-010/PROP. The question is submitted due to the apparent limited time allowed to complete the specification requirements. Inspection of the gages IAW guidance of NAVSEA S9245-AP-TSM-010/PROP would require development of a solid model and inspection points for CMM inspection of the gages. Programming and inspection could take up to 10 working days. Clarification is requested to verify if the inspection of post manufactured gages is required to allow the time needed to complete the inspection to be factored into the proposed cost and schedule.
GOVERNMENT RESPONSE 1: Post manufacture inspection of the gages is required and the contractor should have objective quality evidence that the templates (gages) meet drawing requirements. It is acceptable for the Contractor to use NAVSEA S9245-AP-TSM- 010/PROP for guidance if they so desire but they shall indicate which guidance is being followed. It is an acceptable alternative. The inspection points for each gage are specified on the propeller modification drawing in Table 11-7H. The electronic files are available for each of the contours for each gage and can be provided to the successful quoter if desired after contract award.
REFERENCE 2: Specification Paragraph: 4.1.2 & 4.1.3: Specification to complete the pre and post repair Visual Inspection IAW NAVSEA S9245-AP-TSM-010/PROP requires review and signoff of the completed report by a Government Provided NAVSEA Certified Visual Inspector.
QUESTION 2: Clarification requested to verify that NOAA is to provide a NAVSEA Government Certified Propeller Visual Inspector and that notification in specification paragraph 4.1 is all that the contractor is required to complete in advance for request for NAVSEA Government Certified Propeller Visual Inspector?
GOVERNMENT RESPONSE 2: The specification does not specifically require that services of a NAVSEA qualified Visual Technical Inspector are required. It only requires that the procedures of NAVSEA S9245-AR-TSM-010/PROP are followed for the Visual Technical Inspection. NOAA intends to provide the services of a NAVSEA qualified Visual Technical Inspector for this inspection. A minimum two weeks’ notice for testing is required in order to schedule the appropriate personnel.

REFERENCE 3: Specification Amendment 01: Amendment 01; subparagraph (b) states the period of performance for CLINs 1001 and 1002 shall commence on the date the option is exercised and complete no more that 30 days later. Based on specification requirements and requirements for advance notification in paragraph 3.2.4 (5 Days) and Testing notification in paragraph 4.1 (Two Weeks) the 30 day allowance does not allow sufficient time to complete propeller modification, inspection, balance, preservation, shipping and Government Inspection requirements.
QUESTION 3: Would contractor be allowed to provide an alternative delivery schedule to NOAA for review and consideration? Proposed schedule outline would detail the propeller modification and inspection requirements with government inspection options listed.
GOVERNMENT RESPONSE 3: Completion of option is hereby changed to be no more than 90 days from date option is exercised.
REFERENCE 4: Specification Amendment 02: Amendment 02, specifies a delivery date of November 15, 2012. Based on the propeller modification specified, pre repair and post repair inspections, preservation, shipping and government source inspection, it would, in our opinion be virtually impossible to correctly complete all requirements and government specified inspection by 15NOV12.
QUESTION 4: Would contractor be allowed to provide an alternative delivery schedule to NOAA for review and consideration? Proposed schedule outline would detail the propeller modification and inspection requirements with government inspection options listed.
GOVERNMENT RESPONSE 4: The delivery date shall be on or before January 15, 2013.
QUESTION 5: Also, there is uncertainty as to how much the advance notification for government review / inspection will effect delivery schedule. Paragraph 5.1 (Kickoff Meeting) and Paragraph 3.2.4 (Advance Notice To Complete Edge MOD.- 5 Business Days) are minimal, but Paragraph 4.1 Testing, could invoke the following as it is written.
Pre-Modification PT & VTI 14 Days Dimensional Post Edge MOD 14 Days Post-Modification PT & VTI 14 Days Balance of Propeller 14 Days
I do understand the necessity and importance of government review, but the time required does factor into the schedule.
GOVERNMENT RESPONSE 5: The Government hereby removes the requirement for two weeks advance notice of all test and inspection events. The Contractor shall provide a Schedule of Key Events and Milestones with their quote that identifies these events. The Contractor shall provide the Government with updates to any changes in these dates as the work progresses, allowing the Government to plan accordingly, noting that we retain the right to inspect the work at any time.
AB133M-12-RQ-1209 Amendment 05 Page 4 of 5 SF 30 Continuation Sheet
The Government will have a representative attend the Post-Mod PT &VTI upon completion of the work.
For tests and inspections that the Government does not attend, the Contractor shall provide the test reports as provided for in the specification.
The requirement for a Pre-Modification PT (dye penetration test) is hereby removed. The Contractor shall perform an inspection of the propellers upon receipt at their facility and submit a Condition Found Report to the Government per the specification.
2) As a result of this amendment, the NOAA-S250-245 Propeller Modification Spec is hereby updated and replaced in its entirety by the attached NOAA-S250-245 Propeller Modification Spec Rev A1.
3) As a result of this amendment, the Pricing Schedule is hereby replaced in its entirety with the attached Pricing Schedule to update the required delivery dates.
