STATEMENT OF WORK/SPECIFICATIONS

The Contractor shall furnish all personnel, supervision, transportation, services, and all else necessary to perform work required by firm-fixed price type contract and the following performance work statement (PWS):

Advancing Bottomfish Assessments in the Pacific Islands Region

BACKGROUND

A series of stock assessment workshops were convened in 2004 to assess current bottomfish and coral reef fish assessment methods in Hawaii. At the workshops, current sources of data and the state of available data and monitoring programs were reviewed; weaknesses in current assessment methods were delineated;

alternative modeling and assessment methodologies were reviewed and identified;

and, proposed courses of action to advance stock assessment methods and associated data collection were outlined. There was consistency among many of the recommendations stemming from the workshops, and implementation of a fishery-independent insular survey to estimate bottomfish abundance indices was identified as a high priority. The need for a fishery-independent survey to provide population level size-structured abundance indices for bottomfish has been re-emphasized at various scientific workshops since then, including a 2015 Bottomfish Research Coordination Workshop. Current bottomfish stock assessments rely solely on fishery dependent generated abundance indices, which may be biased.

Pilot surveys were conducted annually from 2011 through 2015 to understand the underlying variability of bottomfish species within their ecosystem, as well as the operational characteristics of candidate sampling gear(s). Such data are paramount for implementing a statistically sound operational survey, particularly when the resources to be sampled are heterogeneously distributed in both time and space.

Among the candidate sampling gears, a standardized hook-and-line fishing operation was selected as suitable for an operational fishery-independent survey for insular bottomfish targets in the Pacific Islands Region (PIR), which includes the Hawaiian Archipelago, American Samoa, Guam and the Commonwealth of the Northern Mariana Islands, as well as the Pacific Remote Island Areas of Wake, Johnston, Howland, Baker, and Jarvis islands, Palmyra Atoll, and Kingman Reef.

The NMFS, Pacific Islands Fisheries Science Center (PIFSC) has a requirement for a Contractor to: (1) provide local fishing vessels and personnel able to conduct required activities as part of the fishery-independent survey for bottomfish in waters around the Main Hawaiian Islands, and (2) assist with logistics at meetings to discuss progress of the survey as well as other cooperative research activities with local constituents, including the fishing and scientific communities. Research on these activities was initiated in 2009/2010, and has continued, informing much of the methodology for development of the current survey. The meetings are an effective way of communicating progress, while at the same time promoting open communication and trust with local fishers and scientists.

The fishing vessels doing the work shall have, in proper working order, all required United States Coast Guard (USCG) approved safety, navigation and communication devices. Captains of contracted vessels must have sufficient experience with bottomfish fishing in the Hawaiian Archipelago. Scientific observers must be familiar with scientific field sampling and measurement methods for fish, associated field sampling and data recording equipment, and must be able to visually identify to species commonly caught fishes by Hawaiian bottomfish fishing gear using proper taxonomic nomenclature.

The fishery-independent survey builds upon previous preliminary research. Data from the survey will be used to help determine abundance estimates for use in the bottomfish stock assessment in the Main Hawaiian Islands. These data will also be used to refine optimal gear(s), sample sizes, and number of vessels needed to continue to implement fishery-independent surveys in the PIR.

REQUIREMENT

The Contractor shall furnish the necessary vessels, personnel, equipment, and services (including all bottomfish fishing gear, bait, safety equipment, and insurance for the vessel and the ship’s personnel) to perform the statement of work/specifications shown below.

- Provide fishing vessels (including Captain and Crew) sufficient to conduct fishing operations within a 2 month designated time window in up to 300 pre-selected grids in waters around the Main Hawaiian Islands as part of the PIFSC fishery-independent bottomfish survey. In addition, contract Scientific Observers to collect scientific data while at sea. Vessels must be capable of housing a minimum of 3 personnel: 1-2 Scientific Observers in addition to the Captain and Crew, for the duration of each fishing trip.

- Conduct at least three constituent meetings to discuss progress of the survey project as well as other topics that support PIFSC goals related to cooperative research activities.

OPERATIONAL PLAN OBJECTIVES

1. To ensure that all the program participants – PIFSC, contractor, vessel owners, captains, scientific observers, and crew – fully understand the operational plan of the fishery-independent survey and are in agreement with the respective roles of all program participants;

2. To ensure all participants adhere to…
