STATEMENT OF WORK
ELEVATOR REPAIR SERVICE R1
1.0 Organization.
1.1 The Northwest Fisheries Science Center (NWFSC) of the National Fisheries Service (NMFS), National Oceanic and Atmospheric Administration (NOAA), Department of Commerce (DOC), is a government agency charged with the mission of stewardship for living marine resources.
2.0 Background. The NWFSC is located at 2725 Montlake Boulevard East, Seattle, WA 98112. NWFSC has five elevator systems under a current maintenance contract: One standard and wheelchair in the East Building; one wheelchair in Center Building; one standard in the West Building; and one standard in the South Building. This is an urgent repair request to be completed by August 31, 2013 or sooner.
2.1 The Virginia controller, VMI # J93-0270 elevator in the East Building traversing four floors has failed and placed out of service. This system was built in the 1960’s era. The contracted inspector inspected the elevator and provided the following summary:
2.1.1 The hollow cylinder piston inside the elevator jack has shown evidence of oil leakage at the seam seals and packing. It is estimated at 5 gallons per month;
2.1.2 The motor and pump are failing;
2.1.3 The oil that leaked into the cylinder piston has added about 600 pounds to the load and effectively reduced the lifting load by the same amount; there may be oil and water at the bottom of the elevator shaft; and
2.1.4 The jack was constructed of steel and likely to be a single bottom design which is vulnerable to electrolysis corrosion. It is estimated the well for the jack is about 37 to 40 feet deep and located in a very shallow water table.
3.0 Services Required
3.1 The contractor shall provide all required service, labor, parts, equipment, and materials to replace the failing jack servicing the standard elevator in the East Building with a new jack system and all ancillary parts/components to return the elevator back to service. Additionally the contractor shall provide and install an “over speed valve” into the new jack system.
3.2 The contractor shall perform all installation and testing per industry standards and/or manufacturer’s specifications to ensure proper operational performance.
3.3 The newly installed elevator system shall meet all applicable federal, state, and local requirements. If none exist, all work shall meet industry standards.
3.4 The Contractor must comply with all federal, state and local environmental, health and safety regulations while conducting this work.
