Notice ID: AAQ210_RID Amendment 1

Introduction/Purpose The Runway Incursion Device (RID) is a memory aid used by Air Traffic Control (ATC) to indicate occupied and closed runways. The RID provides a visual and aural alert indicating runway status to assist Air Traffic Control Specialists (ATCS) in preventing runway incursions. ATCS in the Air Traffic Control Tower (ATCT) are responsible for maintaining awareness and management of aircraft/vehicles/pedestrians that occupy or are near a runway. Refer to Runway Incursion Device – Operational Scenarios (Attachment 1) for illustrative scenarios depicting the intended use of the RID in ATC operating environments. The RID unit enhances the ATCS’ ability to maintain situational awareness of active and closed runways and discern when a runway is not available for departing or landing aircraft. The goal of the RID program is to replace all legacy RID units at airports throughout the National Airspace System (NAS) with a standardized and supportable minimum viable product (MVP) device described below.

The purpose of this Market Survey announcement is to gain a better understanding of the industry and identify available technologies, sources, and level of effort required to meet the requirement. The RID program objective is to design, produce, test, implement, train, and sustain up to 200 replacement Runway Incursion Devices including spares, at approximately 70 airport locations throughout the NAS. Some NAS locations may require multiple RIDs. Specifically, the Federal Aviation Administration (FAA) is seeking:

1. Information concerning potential interested vendors and their capability to satisfy FAA’s future requirement.

2. To identify maturity, adaptability, and complexity of currently available RID products in the marketplace that could meet the FAA’s requirements for replacement RID units.

3. Information to consider regarding RID production, testing, implementation, training and sustainment.

4. Information to consider in acquisition planning.

5. Rough Order of Magnitude (ROM) cost information.

Background FAA Job Order (JO) 7210.3CC (https://www.faa.gov/air_traffic/publications/atpubs/foa_html/), Facility Operation and Administration, Chapter 10−1−7, Use of Active Runways, specifies that: each ATC facility should contain procedures to ensure efficient use of runways, maintain positive control and coordination of aircraft/vehicles on or near active runways, and facilitate mandatory use of an approved memory aid at the appropriate operational position. RID is part of a memory aid toolset to help mitigate the risk of runway incursions, which is a major safety priority for the FAA.

MARKET SURVEY ANNOUNCEMENT

RUNWAY INCURSION DEVICE

Notice ID: AAQ210_RID Amendment 1

RID units have been in use for approximately 30 years and require replacement with a standardized, sustainable unit to support FAA JO 7210.3CC. Legacy RID units, in operation since the late 1980s, were acquired using various methods, including in-house development by the FAA as well as being purchased from multiple industry vendors. Due to the varying procurement methods, there are several versions of RID in use today. This has contributed to difficulty in providing ongoing support and maintenance for the non-standardized devices. Supportability of current RID units has become problematic due to parts obsolescence and lack of device uniformity. The RID program seeks to standardize RID units to ensure continuity of operations.

Most existing RID design configurations resemble a small square enclosure, with backlit indicators that provide a visual cue indicating the status of each runway and, in some instances, an aural alert as well. The optional aural alerts are triggered when ATC activates their microphone, and an audible alert is broadcast through a speaker contained in the RID unit. The RID is a passive device and does not automatically detect or alert if an aircraft, vehicle, or pedestrian enters or is projected to enter the runway surface.

The FAA is seeking to procure a minimum viable product (MVP) to replace all existing RID units with a similar standardized device that is easily maintained and sustainable for a 25-year lifecycle. The desired characteristics of the MVP device are:

1. Small enclosure with backlit indicators

2. Runway selector that is manually configurable to represent facility runway(s) identification (i.e., runway number) and designation (i.e., runway position)

3. Capability to manually select a runway and set the runway status

4. Capability to provide visual alert of runway status with adjustable display brightness settings

5. Ability to record optional aural alert

6. Capability to provide audible alert of runway status through built-in speakers with adjustable volume settings

7. Ability to run diagnostic testing at device start up to verify operability

8. Operates on ATCT facility alternating current power Note: the RID MVP requirement is not currently considering touchscreen technology.

Appendix 1 contains a list of acronyms.
