IV. Statutory authority permitting Other than Full and Open Competition.

The statutory authority that permits other than full and open competition for this acquisition is 10 U.S.C.

2304(c)(1), as implemented by FAR 6.302-1(a)(2), required by FAR 6.303-2(b)(4).

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

In accordance with (IAW) FAR 6.302-1, it has been determined that awarding this follow-on contract to any other source would result in substantial duplication of costs and unacceptable delays in fulfilling the agency's requirements to field critical sustainment support and system updates resulting in serious operational impacts to the war-fighter.

1. Aeronautical advisories are essential for fuel efficient flight planning and safe mission completion.

Page 4 of 620 Apr 2017

Jacobs Technology has been providing development and sustainment for AANT under several call orders under the DITCO IV contract, HC1028-11-A-0107. The DITCO IV contract was initially awarded on a full and open basis. Continuous, albeit limited, competition was maintained as the BPA contract holder competed under Fair Opportunity selection procedures for award of the latest AANT call order, HC1028-11-A-0107. This order provides AANT functional capabilities to Air Force mission planners and warfighters giving them the ability to visualize Aeronautical Advisories in This includes the following critical capabilities:

* Flight Planners at the level utilize AANT for critical time-saving visualizations when planning missions daily.

* Visualizing Aeronautical Advisories in with AANT provides mission planners and pilots with heightened awareness of the advisories which affect their mission directly enhancing flight efficiency.

* AANT seamless integration with PFPS is sustained to ensure the inherent PFPS capabilities until the is complete.

This order provided the AANT Adaptation Layer for its integration with PFPS as well as services to sustain the fielded system. Since Jacobs Technology provided both the AANT development and the fielded system's on-going support they are the leading Subject Matter Experts (SMEs) on legacy AANT system processes, interfaces and inter-dependencies with other critical mission planning systems.

This new contract is necessary to provide continued maintenance support and software releases. The option period is required for AANT v1.x to run until Portable Flight Planning Software (PFPS) will occur once the fields. is tracking to field in and users should be able to by . This option period to sustain AANT v1.x reduces the risk for the current PFPS and AANT v1.x user having a loss in capability until they can architecture. Therefore, this acquisition will be follow-on for the continued maintenance of highly specialized software.

2. Jacobs Technology is uniquely postured (given their expertise and specific experience sustaining AANT software systems under previous and current support contracts) to provide required support when needed without undue delay. Due to their domain knowledge of aeronautical advisories and the associated software and hardware components, which in , Jacobs Technology has been able to provide the highly specialized software updates necessary to maintain this system.

3. The Airspace Mission Planning Division believes that award to any other source would result in substantial duplication of cost that is not expected to be recovered through competition and unacceptable delays in fulfilling its requirements.

(a) Jacobs Technology is the AANT v1.x developer, and as such has highly specialized understanding of the software that provides domain knowledge required for the sustainment of AANT v1.x. While other sources may be capable of eventually sustaining AANT v1.x, it would take minimally months for a new developer to become acclimated to the AANT v1.x architecture, interfaces and legacy software in order to provide any minimal maintenance. This ramp-up would cost the government an estimated

Since the AF is transitioning all users from PFPS to and consequently at the end of this contract, the costs and time required to ramp-up a new contractor would not be recovered through competition.

(b) Specifically, competing the contract would necessitate the migration of a dynamic code base currently under development by Jacobs Technology to an undetermined, follow-on contractor. The code base migration would place the on-going sustainment of critical operational product at high risk, as a disruption

Page 5 of 620 Apr 2017 of sustainment and operations support would start in September 2017 and continue for months as the new contractor obtains the necessary capability to migrate the code base, which would have significant operational impact to the and flight planning mission. The operational impact from a gap in the sustainment and operational support of the AANT fielded software version would impede the current warfighter's requirements for accurate mission planning utilizing parsing capability. This delay would leave users with no maintenance support for a fielded system; it would risk rendering systems inoperable; and it would leave AMC/ACC/Army/ Marines/SOF/Navy/FMS PFPS users with insufficient Mission Planning Aeronautical Advisories systems sustainment.

4. Accordingly, Jacobs Technology is the only firm capable of providing the supplies and services described in Section III above without the U.S. Air Force experiencing substantial duplication of cost that is not expected to be recovered through competition and unacceptable delays in fulfilling its requirements.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

A sources sought Notice of Contract Action (NOCA) was published to assess the interest of all potential sources for this effort, on 7 August 2017. To date, no responses have been received.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

Jacobs Technology will be required to submit a proposal, which will undergo a thorough technical evaluation. The pricing will be evaluated and compared to DCMA recommended rates. The final price will be evaluated and negotiated by the PCO to ensure it is fair and reasonable.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

A NOCA has been published for this sole source contract. Extensive market research was not conducted because, while other sources could ultimately satisfy the requirements described above, no other sources could satisfy these requirements in a timely manner without undue and unacceptable delays to critical war-fighter software capabilities.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

The requested sole source standalone contract is proposed solely to allow sustainment and operational support of a fielded system, to avoid substantial duplication of cost, associated with source selection and contract ramp up, and unacceptable delays to critical warfighter capabilities. The proposed contract award is essential to avert severe and unacceptable gaps in sustainment and operational support which would seriously impact the AMC/ACC/Army/Marines/SOF/Navy/FMS mission utilizing AANT fielded software.

Aeronautical advisories are essential for fuel efficient flight planning and safe mission completion, as described above.

X. List of sources, if any, that expressed interest in the acquisition.

See Section VI above.

Page 6 of 620 Apr 2017

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

As discussed in section II above, the RFP for the stand alone contract acquisition necessitates extending the current contract with Jacobs Technology to prevent a gap in services for sustaining the fielded AANT until transition to for all PFPS users. Following transition, sustainment of AANT / AAS v1.x will no longer be required.
