About this file

This file is a functional requirements spreadsheet for Architect-Engineer (A-E) services supporting the Department of Commerce's Herbert C. Hoover Building (HCHB) renovation and modernization initiatives. The document outlines the technical and professional requirements that qualified A-E firms must meet to be considered for task orders under the IDIQ contract vehicle. The requirements span multiple engineering disciplines including architectural design, structural engineering, mechanical/HVAC systems, electrical systems, plumbing, fire protection, environmental engineering, and vertical transportation systems. Firms must demonstrate capability in facility assessments, engineering investigations, design services, technical studies, cost estimating, and construction phase services. The work must ensure compliance with Federal laws, building codes, life safety requirements, accessibility standards (ADA), sustainability objectives, and historic preservation requirements specific to this historically significant Federal facility located in Washington, DC.

The functional requirements establish the baseline qualifications and technical competencies necessary for firms to submit SF 330 qualification packages in response to this pre-solicitation notice. Up to three FFP IDIQ contracts will be awarded to support ongoing renovation, modernization, repair, and infrastructure improvement projects at HCHB. Task orders issued under the resulting contracts may require single or multiple engineering disciplines depending on project scope and complexity, with the Building Management Division (BMD) maintaining responsibility for critical building systems including HVAC, electrical distribution, plumbing, steam, structural, fire protection, environmental, and elevator systems throughout the historic facility.
