SP450022R003 ‐ Amendment 0001

I. THE PURPOSE OF THIS AMENDMENT IS TO ANSWER THE FOLLOWING QUESTIONS

WHICH INCLUDES NEW ATTACHMENT 11.

1. Do any of the pickup sites require prevailing wage?

Answer: The entire contract (every site) will be covered under the current wage determination for 1996‐0223 (based on revision release date, applied at the time of award). In addition, see attachment 4, Contract Terms and Conditions for clauses cited in FAR 52.212‐5(b) and (c) for additional labor laws.

2. How long does it take for the DLA to approve of a new transporter?

Answer: When the requisite documents are submitted, it can be done in as little as 1 day, but for planning purposes, should allow up to 3 days not including weekends and holidays. Reference Attachment 2, PWS at 5.1 for specific details.

3. What payment terms can the contractor expect from the government after the submission of a complete invoicing packet?

Answer: 30 days for payment of a packet after it is accepted by Manifest Tracking.

4. Section 8.1.c.1.i (page 72) provides a link to the Manifest Tracking Log that is unretrievable. Can an updated URL or the form itself be provided?

Answer: DLA FORM 2505 has been added as Attachment 11.

5. CS99/FL99 – What are CDE kits? What kind of filters and vials could be expected? Do you have any additional examples of items orderable under this CLIN?

Answer: Chemical Decontamination Equipment (CDE) kits are carried on soldiers’ belts where danger of chemical and biological warfare exists. They can be managed as simple RCRA HW Debris with liquids. CS99 is generally solidified and landfilled at a RCRA Sub D LF. FL99 is generally thermally destroyed at a RCRA incinerator. Learn more about CDE kits at one manufacturer’s website here:

https://www.guildassociates.com/chemical‐and‐biological‐defense/

6. FL04 – Please provide an example of this waste stream as it indicates this could be bulk liquid, solids, and/or sludges with aerosols mixed in. Gaseous aerosols mixed with class 3, 4.1, or 8 material are not permitted by DOT regulations.

Answer: FL04 is a rarely used base CLIN that is designed for wastes that are both flammable and corrosive.

We’ve seen some liquid paints and coatings products turned in under this CLIN. FL04C7 will only be used for aerosols, and will never be commingled with non‐aerosols.

7. RE11/RE12 – The description mentions that RE11ME and RE12ME refers to 55‐gal containers (Min: 30 EA) pumped or vacuumed onsite, includes recycling and service. RE11/12ME are not found on the price schedule.

Should RE11C1, RE11C4, RE12C1, and RE12C4 be priced for standard drum pickup, transportation and disposal?

Answer: Yes, price these CLINs as standard drum removals with standard T&D.

8. RX08 – Will there be inner containers present or is this a bulk drum flooded with oil?

Answer: No, there would not be smaller containers within, and the reactive metal dust, powder, or fines would be specially packaged as necessary for safe storage and transport ‐ typically saturated with a petroleum hydrocarbon liquid. If inner containers were present for this waste stream, the Generator would need to use CLIN LP07 (Reactive Metals Loose Packs/Lab Packs).

9. RX98 ‐ Can an SDS or additional product information be provided?

Answer: The following is a link to an example of an SDS for Oxygen Breathing Apparatus (OBA) canisters:

https://us‐east‐1‐02830060‐inspect.menlosecurity.com/safeview‐ fileserv/tc_download/53029b39e73260e6be6a767e655f6e8ed902a17a2dee2dcd926f770d455f0888/?&cid=NE F400FF9466F_&rid=912f4f1a3fce38c085d4fe1931aaca9d&file_url=https%3A%2F%2Fcdn.caymanchem.com%2 Fcdn%2Fmsds%2F21918m.pdf&type=original

10. TX16‐19 – in the case this is solid, would this be debris or non‐debris waste?

Answer: Wastes turned in under these CLINs would not meet the EPA definition of Debris. CLINs TX06 and TX07 would be used for RCRA hazardous debris.

11. TX24 – What is the percent halogens and BTU/lb in this waste stream?

Answer: DLA would anticipate streams under this CLIN to be small volumes of technical grade solvents with generally high, but varying BTU values and halogen concentrations. Both halogenated and non‐halogenated solvents may be turned in under this CLIN. Wastes turned in under TX24 would almost always be eligible for turn‐in under CLINs FL05‐FL07, as they don’t have to carry D001 to be eligible.

12. TX97 – Will this material be shipping as universal waste or hazardous waste?

Answer: TX97 is typically turned in as RCRA HW carrying only characteristic and UHC metals. It’s possible the UW Rule could apply to electron tubes in some states, but conventional RCRA treatment and disposal methods would still apply. Provision of a CD is required to meet DEMIL requirements.

13. TX98 – What is the mercury concentration in ppm?

Answer: Items falling under this CLIN generally do not carry the D009 Waste Code, and would never reach the high mercury inorganic subcategory of 260 mg/kg. Wastes containing ≥260 ppm Hg will be turned in under Base CLIN RE09.

14. TX99 – Do you know the BTU/lb of this material or a breakdown of what they are comprised of? Incinerating metal‐bearing waste alone is impermissible dilution. Is disposal at a subtitle C landfill acceptable? What is the mercury concentration in ppm?

Answer: Military submarine tiles are combustible rubber‐like mats with steel ribbons running through them, much like steel‐belted tires. They’re almost always non‐RCRA, but from time to time carry only the D008 Waste Code. Waste turned under this CLIN must be RCRA incinerated (and a CD provided) for DEMIL purposes. They have been thermally destroyed at most RCRA incinerators for many years.

15. Section 1.2.8.1 (i). If a customer requests totes to be pumped and the empty containers left onsite, please verify if the minimum applies if mobile pneumatic pumps are used in lieu of vac trucks? If the minimums do not apply, is the customer responsible for providing the shipping containers? Example – A customer has 2 EA x 275 gallon totes, Each tote contains 200 gallons of liquid. If the generator requests that the contractor not use a vac truck to avoid the minimum 1,500 gallons, is the customer responsible for providing the drums or totes to ship the waste?

Answer: There is a 1500 gal. minimum for all B5 CLIN suffixes unless the pumping is part of a service CLIN such as 1002SV.

Example: If a B5 is ordered regardless if using a VAC truck or another industrial approved pumping system such as a pneumatic pump, a 1,500 gallon minimum is required. They can turn the totes in as a container using a CLIN suffix of T1‐T3 to avoid a 1,500 gallon minimum.

II. ALL OTHER SOLICITATION REQUIREMENTS REMAIN UNCHANGED.
