About this file

This Statement of Work (SOW) details the procurement of mass comparators, external draft shields, and marble tables for the Naval Sea Systems Command (NAVSEA) Metrology and Calibration Program. The Navy requires eight mass comparators with specific technical specifications, including a 2.3 kg maximum capacity, 0.1 mg readability, Ethernet/RS232 interfaces, 7" color touchscreen, and 21 CFR Part 11 compliance. The external draft shields must be 450mm X 450mm X 300mm and fully compatible with the mass comparators, while marble tables will measure 35"W X 24"L X 31"H.

The procurement aims to enable Navy Calibration Laboratories to perform in-house calibration of Dead Weight Tester (DWT) weight sets, reducing production delays and shipping expenses. The contract includes logistical requirements such as a one-year manufacturer's warranty, operator/service manuals, calibration certificates traceable to NIST, training manuals, and software version documentation. The deliverables will be procured through a Firm Fixed Price contract, with detailed Contract Data Requirement Lists (CDRLs) specifying the technical manual, calibration certificates, repairable parts list, software version description, and training manual for each system.

STATEMENT OF WORK

MASS COMPARATOR WITH EXTERNAL DRAFT SHIELD FOR DWT

1. INTRODUCTION

The Naval Surface Warfare Center, Corona Division (Corona Division) Division, Measurement Science and Engineering Department perform Metrology, Test, and Monitoring Systems Assessment supporting the Naval Sea Systems Command (NAVSEA) Metrology and Calibration (METCAL) Program. Measurement Science and Engineering Department sets the measurement science and calibration standards to support proper weapons operation, interoperability and peak readiness for the fleet.

2. BACKGROUND

Currently, Navy Calibration Laboratories cannot calibrate their Dead Weight Tester (DWT) weight sets in-house.

Our existing mass comparators do not meet the necessary accuracy or size requirements for these critical weight sets. The weight sets are sent to the Navy Primary Calibration Laboratory adding delays in productions and costly shipping expenses. The procurement of new mass comparators with external draft shields is critical to resolve these issues. New mass comparators with external draft shields and marble tables will enable the Navy laboratories to perform in-house calibration of DWT weight sets. This will provide direct benefits by improving operational readiness; significantly reduce DWT downtime and ensure faster availability; it will provide cost savings by eliminating recurring shipping and administrative expenses; and it will enhance laboratories flexibility by providing greater control over calibration schedules, increasing efficiency and mission support.

3. SCOPE

The scope of this effort is to procure via a Firm Fixed Price contract for eight (8) mass comparators, eight (8) external draft shields, and eight (8) marble tables for NAVSEA Navy Calibration Laboratories.
