About this file
This is a Solicitation/Contract for Commercial Items (Standard Form 1449) issued by the USDA Forest Service Southwest Region for an Early Warning System (EWS) repair and installation project. The solicitation (No. 127EAV25Q0055) is a 100% small business set-aside for repairing existing EWS units at two high-hazard dams: Hulsey Lake Dam in Apache-Sitgreaves National Forest, Arizona, and McClellan Dam in Cibola National Forest, Texas.
The project requires repairing and installing one EWS unit at each dam location, including replacement of necessary components, verification of performance, and ensuring reliable data transmission. Key requirements include using proprietary AMCI Wireless components, accounting for various environmental conditions, and implementing multiple data transmission routes (cell or satellite). The contract has a 90-day completion timeline from award, with work to be performed during normal business hours. Forest Service representatives include Melinda Stevens (COR), Ma Estrellita Dasmarinas (Contract Specialist), and David Watson (Contracting Officer). The solicitation uses Lowest Price Technically Acceptable (LPTA) evaluation principles, with technical and past performance factors being more important than price.

R3 Early Warning System Repair and Installation
General Information
1.0 Scope of Work
The scope of the project is to repair existing Early Warning System (EWS) units for Hulsey Lake Dam and McClellan Dam in Region 3, including replacement of necessary components and verification of performance.
2.0 Background
The US Forest Service has existing American Millenium Corporation Inc. (AMCI) EWS hardware equipment/systems at two high hazard dams in Region 3 that require repair. EWS's are used to monitor water surface levels in reservoirs retained by high hazard Forest Service dams.
Notifications are transmitted when reservoir levels exceed a preset elevation which indicate the dam is in danger of overtopping. Conditions that may cause an overtopping event are extreme floods and plugged spillways. The system can also be used to analyze rates of change in https://claude.ai/chat/a5397bd1-89c0-4e7b-a63e-315a155f434d#project https://claude.ai/chat/a5397bd1-89c0-4e7b-a63e-315a155f434d#general-information https://claude.ai/chat/a5397bd1-89c0-4e7b-a63e-315a155f434d#10-scope-of-work https://claude.ai/chat/a5397bd1-89c0-4e7b-a63e-315a155f434d#20-background https://claude.ai/chat/a5397bd1-89c0-4e7b-a63e-315a155f434d#contractor-requirements https://claude.ai/chat/a5397bd1-89c0-4e7b-a63e-315a155f434d#30-technical-requirements--tasks https://claude.ai/chat/a5397bd1-89c0-4e7b-a63e-315a155f434d#40-government-furnished https://claude.ai/chat/a5397bd1-89c0-4e7b-a63e-315a155f434d#50-deliverables--schedule https://claude.ai/chat/a5397bd1-89c0-4e7b-a63e-315a155f434d#attachment reservoir levels to detect the development of potential piping in the embankment or foundation. Reliable operation is critical. If EWS's are not operating properly messages may be delayed or not disseminated during a possible crisis. The early warning systems are used to forecast a potential emergency, and the data is shared with emergency services to evacuate downstream areas at risk if a failure.
Contractor Requirements
3.0 Technical Requirements / Tasks
The repair components and all associated materials for installation shall be supplied by AMCI Wireless.
The units are proprietary to AMCI Wireless and require specialized knowledge and components for proper repair.
3.1. Description of Supplies and Repair Services:
The contractor shall provide/accomplish the following:
a. The contractor shall repair the existing early warning systems (EWS) to include all equipment necessary to reliably transmit reservoir pool elevation information (either directly or indirectly as head over transducer) to remotely located personnel responsible for the safety of the dams.
All hardware repairs, replacement components, poles, weathertight enclosure repairs, grounding repairs, conduit repairs, or anything else required for the repair and installation to ensure the reliable transmission of data shall be provided by the contractor.
b. Data shall be received through the computer via an encrypted secure data portal and/or mobile devices upon completion of repairs.
c. The units to be repaired are installed at:
• Hulsey Lake Dam near Nutrioso, AZ
• McClellan Dam near Pampa, TX
The repairs must account for operation in all weather and lighting conditions year-round.
Conditions such as snowpack and freezing conditions (freeze proof transducer) shall be accounted for.
d. Dams include a mix of earthen and concrete dams with a variety of outlet structures on National Forest lands.
e. Repaired units shall include nitrogen reference volumes as applicable.
f. Variation in lake levels shall be accounted for during sensor repair and placement. Sensor placement shall ensure submergence year-round, unless otherwise noted or agreed upon in writing. The sensor shall be installed in a vented protective enclosure. The Contractor shall evaluate existing historical photography to assess low lake levels and target those locations for final placement. Contracting Officer Representative (COR) approval is required in instances where the sensor is not submerged due to variations in the water level. The Contractor is required to submit recommendations to protect the sensor if, at any time, it is exposed.
g. Some sites afford multiple data transmission routes -- cell, satellite, spread spectrum.
However, most sites are remote where only satellite transmission is an option. Data transmission shall utilize the most accessible and economic mode available for a specific location. Available configurations will include cell or satellite at a minimum. Cellular systems shall be able to utilize any available cell service. Satellite systems shall be able to change between available satellites based on performance and cost to transmit data.
h. Conduit shall be buried up to the current shoreline from the unit installation. Cable repairs and replacements shall meet the following specifications:
• McClellan Dam: 200ft cable capability, 0-20psi pressure rating
• Hulsey Lake Dam: 100ft cable capability, 0-15psi pressure rating
i. Repaired systems shall have a minimum of three (3) analog and three (3) digital channels to allow expanded monitoring.
j. The system shall remain portable between monitoring service providers.
3.2. Description of Services:
The contractor shall provide/accomplish the following:
a. The Contractor shall repair the existing reservoir level monitoring systems on the indicated sites. The Contractor will provide all materials and replacement components not provided by the Forest Service. All cabling repairs shall be installed in an approved conduit. The sensor shall be adequately protected from damage. Install freeze proof sensor as indicated in the schedule of items. If there is risk of freezing, advise the COR for the need of any necessary adjustments for the installation of freeze proof sensors.
b. There are 2 sites for repair in the schedule. See attachment 1, "EWS Dam List Repair Locations".
For all sites, the final site location shall be determined in the field. Security from the public, hazard trees, snow depth (which would interfere with transmission and charging), avalanche hazards, wildfire potential, rockfall, flooding and any other factor that may damage or threaten the installation shall be considered.
c. The contractor shall be responsible to re-enroll the repaired units in the monitoring service, reconfigure the units, and verify activation and data transmission.
4.0 Government Furnished
The Government will provide access to the existing EWS units requiring repair at each dam location.
