About this file

This document is a Limited Source/Brand Name Justification for a sole source procurement by the United States Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS). The procurement is for preventative maintenance, calibration, and repairs for a Hamilton Robotics NGS Star pipetting system, with a one-year service contract valued at $44,000. The justification details that Hamilton Robotics is the exclusive manufacturer and service provider for these instruments, and no other companies are recognized or trained to perform maintenance and calibration, making this a sole source acquisition under Federal Acquisition Regulation (FAR) 13.106-1(b)(1) for simplified acquisitions.

The document includes contact information for Hamilton Company in Reno, Nevada, and is signed by Patrick Camp (Microbiologist) and Jason Wilking (Contracting Officer), who affirm that competition is precluded due to the unique technical requirements and exclusive nature of the instrument's maintenance. The justification emphasizes the critical nature of proper instrument maintenance for high-accuracy laboratory applications, such as whole genome sequencing, and highlights the importance of consistent performance, preventing breakdowns, and extending the system's operational lifespan.

United States Department of Agriculture Limited Source/Brand Name Justification

FAR 13.106-1(b)(1) – Simplified Acquisitions

1. Identification of the agency and the contracting activity.

1a. Requesting Activity Agency:

USDA APHIS VS NVSL

1920 Dayton Ave Ames IA 50010

1b. Contracting Activity:

USDA APHIS MRP AAMD

250 Marquette Ave, Suite 410 Minneapolis, Minnesota 55401

2. Description of supply or service required to meet the agency’s needs.

Preventative maintenance, calibration and repairs for Hamilton robotics NGS star pipetting system.

3. The rationale or circumstances for limiting competition.

The instruments are produced and sold exclusively by Hamilton robotics. The vender do not recognize outside entities as being able to properly calibrate and maintain their instruments and do not train outside companies to perform these services. Hamilton Robotics company has the unique knowledge tools and qualifications to accurately service the robotic instruments. The proactive approach of contracting preventative maintenance calibration and repair services with Hamilton Company helps maintain consistent performance of the instrument, which is critical for applications requiring high accuracy, such as liquid handling of whole genome sequences in our laboratory. Repairs are an itregal part of this requirement, and verification that the critical parts are functioning to their optimal level. Proper maintenance improves performance and reduces unplanned breakdowns that disrupt workflows and increase expenses. Scheduled inspections and replacements of critical parts prevent inefficiencies such as slower task execution or reduced precision, which can lower operational efficiency. By maintaining consistent performance, preventative maintenance maximizes productivity, extends the system's lifespan, and safeguards the return on investment for automation solutions. No other company has the capability to perform these functions in a correct and efficient manner. The verification of all the parts of the instrument is critical to the functioning of the test and imperative to being completed correctly

4. A description of the market research conducted and the results or a statement of the reason market research was not conducted.

The Instruments are produced and sold exclusively by Hamilton robotics. They do not recognize any other outside entity as being able to properly Calibrate and maintain their instruments. Hamilton company does not train outside companies.

5. Estimated price, including all options, if applicable.

The one-year preventative maintenance for the Hamilton robotics NGS star pipetting system is $44,000
