Template for Single Source or Brand Name Justification under SAT, March 2019

Single Source/Brand Name Justification United States Department of Agriculture

FAR 13.106-1(b)(1) – Simplified Acquisitions

1. Identification of the agency and the contracting office.

Requesting Agency:

USDA APHIS PPQ MFFRF

22675 N. Moorefield Rd., Bldg. 6418 Edinburg, TX 78541

Contracting Activity:

USDA, APHIS, MRPBS, AAMD

Minneapolis Procurement Branch 250 Marquette Ave., Suite 200 Minneapolis, MN 55401

2. Description of supply or service required to meet the agency’s needs.

Sterin 70 Gy Irradiation Indicators

3. The rationale or circumstances for limiting competition.

The required irradiation indicators must provide positive visual verification that the subject insects have been irradiated to the specified minimum dosage of 70 Gy. Due to the procedural requirements associated with Fruit Fly sterilization, the required irradiation indicators must not require refrigeration prior to use.

4. A description of the market research conducted and the results or a statement of the reason market research was not conducted.

A comprehensive review of previous contract actions confirmed that prior awards were also sole source to Ashland. Further review of irradiator manufacturer product literature again indicated that only the Sterin product does not require refrigeration. Director of the MFFRF also confirmed that the other irradiation indicator tags available on the market, BugTag by RadTag Technologies, requires refrigeration prior to use. Program personnel at the MFFRF previously tested the BugTag and found it incompatible with the sterilization process utilized at the MFFRF. Specifically, the BugTag must be placed inside a sausage bag of approximately 75,000 fertile pupae, sealed, and then sorted through the Irradiation machine. The pupae bags are prepared in advance and await irradiation at room temperature in the sealed bags. The MFFRF does not have the refrigerator space to store prepared pupae bags in a chilled environment, as would be required if using the BugTag.

5. Estimated price, including all options, if applicable.

$150,000

6. Recommended source(s).

Ashland Specialty ingredient G.P.

8145 Blazer drive Wilmington DE 19808 USA
