About this file

This is a Performance Work Statement (PWS) for thermal spray non-conductive coating (NCC) services on submarine electrical connectors.

The contract requires the contractor to apply plasma (thermal) spray NCC to thirty-nine National Stock Numbered (NSN) submersible electrical connectors in accordance with NAVSEA specifications and procedures. The work must be performed at the contractor's facility in the Continental United States (CONUS) and completed by the required delivery date of 12 JUN 2026. The Government will award a Firm-Fixed Price Contract. The contractor must provide all personnel, facilities, equipment, supplies, tools, materials, supervision, and personnel protection equipment necessary to complete the work. The contractor's thermal spray facility, quality assurance program, and NCC process must be previously NAVSEA certified per Reference 2.2 (NAVSEA S9320-AM-PRO-030/MLDG Rev-3), or the contractor must provide documented proof of certification with their proposal. The contractor is responsible for shipping the coated connectors by traceable means to TRIDENT Refit Facility Bangor in Silverdale, Washington, with shipment tracking provided to the Contracting Officer's Representative (COR) within seventy-two hours of carrier pickup. The Government will provide crating and shipping of uncoated connectors to the contractor and conduct a visual technical receipt inspection of completed connectors within seven workdays. The contractor must provide Certificates of Compliance for each lot of connectors, with Final Inspection Tags completed with facility information, QA approval, and inspection dates. The contractor must take adequate precautions to prevent thermal or mechanical damage to the connectors' non-metallic inserts during the coating process, with deformation or scorching deemed unacceptable.

FY26 TRFB SUBMERSIBLE CONNECTORS NCC THERMAL SPRAY

1. GENERAL INFORMATION:

1.1. GENERAL: This is a non-personnel services contract to provide thermal spray non-conductive coating (NCC) technical services to submarine submersible electrical connectors upon approved

CFR. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.2. DESCRIPTION OF SERVICES/INTRODUCTION: The contractor shall provide all personnel, facilities, equipment, supplies, transportation, tools, materials, supervision, other items and non-personal services necessary to perform thermal spray NCC to submarine submersible electrical connectors as defined in this Performance Work Statement (PWS), except for those items specified as government furnished material, property and services. The contractor shall perform to the standards in this contract.

1.3. BACKGROUND: Trident Refit Facility Bangor (TRFB) performs maintenance, repairs, modernization modifications, and restoration of SSBN 726 Class Submarines. To fulfill mission requirements, organic fabrication of electrical cable assemblies that are exposed to submergence sea pressure is required. To meet submersible cable assembly manufacturing requirements of

Reference 2.1, the associated submersible cable connectors that are molded into submersible cable assemblies must be coated with a Non-Conductive Coating (NCC) applied via Plasma Spray

(Thermal Spray) to the requirements of Reference 2.2.

1.4. SCOPE: Current baseline conditions: Thirty-nine National Stock Numbered (NSN) electrical connectors have been received from Navy Supply without the required application of NCC.

1.5. REQUIRED DELIVERY DATE: 12 JUN 2026

1.6. LOCATION OF WORK: Contractor Facility; CONUS.

1.7. TYPE OF CONTRACT: Government will award a Firm-Fixed Price Contract.

1.8. TECHNICAL CLARIFICATION: All technical clarifications will be coordinated through the

Contracting Officer’s Representative (COR).

1.9. GOVERNMENT POINT OF CONTACT: The COR will be identified by separate letter. The

COR monitors all technical aspects of the contract and assists in contract administration. The

COR is authorized to perform the following functions: assure that the contractor performs the technical requirements of the contract; perform inspections necessary in connection with contract performance; maintain written and oral communications with the contractor concerning technical aspects of the contract; issue written interpretations of technical requirements, including

Government drawings, designs, specifications; monitor contractor's performance and notifies both the Contracting Officer and contractor of any deficiencies; coordinate availability of

Government furnished property, if any; and provide site entry of contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting contract.

1.10. SHIPPING AND DELIVERY: Coordinate delivery and shipment of Government Furnished

Property (GFP), i.e. submersible electrical connectors, with the COR. See below for clarifying delivery and shipping information:

1.10.1. Shipping, by traceable means, of submersible electrical connectors from TRFB to the contractor is the responsibility of, and funded by, TRFB. Shipping from TRFB to the contactor will be initiated promptly upon contract award (not to exceed five workdays).

TRFB will provide the shipment tracking identification data to the COR within seventy-two hours of shipping carrier pick-up from TRFB.

1.10.2. Shipping, by traceable means, of the NCC coated submersible electrical connectors, from the contractor to TRFB is the responsibility of, and funded by, the contractor. The contractor shall provide the shipment tracking identification data to the COR within seventy-two hours of shipping carrier pick-up from the contractor.
