Performance Work Statement Summary

This Performance Work Statement is a service contract for the rental of a portable water chiller unit and accessory equipment to support maintenance operations at Puget Sound Naval Shipyard in Bremerton, Washington. The contract runs from October 19, 2026 through August 23, 2028, with an optional two-month extension through October 23, 2028. The contractor must deliver and set up one air-cooled, portable water chiller rated for at least 100-ton nominal and 100-ton design refrigeration capacity, capable of supplying at least 300 GPM with a maximum pressure loss of 40 psi. The chiller must be capable of modulating automatically from no cooling load up to 100 tons continuously, maintain chilled water temperature at 42°F with a 10°F temperature differential within a 1°F modulating band, and generate no more than 90 dBA of noise per ANSI S12.16.

The contractor is responsible for delivery by October 19, 2026, setup and startup within 48 hours, operator training for three government personnel, all maintenance and repairs, 24-hour seven-day-per-week on-call repair service, and provision of operating instruction manuals. Required accessory equipment includes two 300 GPM pumps, multiple isolation valves with flanges and camlock fittings, a 500-gallon surge tank with float-operated valve, hoses, and instrumentation for flow, temperature, and pressure monitoring. The chiller must be suitable for outdoor marine environments and constructed for portability via crane or forklift. The contractor must provide a written hose hydrostatic test report and ensure all equipment is delivered clean, fully charged with refrigerant, and fully operational. If the chiller requires repair, the contractor must make it fully operational within 48 hours or provide a replacement unit within 96 hours of notification. The government will supply electrical power, freshwater, and connection to the distribution system.

PERFORMANCE WORK STATEMENT (PWS)- SERVICE

CONTRACT

2026/2028

JML #: 52801352

RCP#:

Ship/Activity: XXXXXXX Title: Rental Chiller and accessory equipment to support production corrifort cooling Place of Performance: Puget Sound Naval Shipyard, Bremerton, WA.

Period of Performance: From 10/19/2026 through 08/23/2028 with an available option for a two (2) month extension 08/24/2028 to 10/23/2028

REFERENCE:

(a) Local Standard Item 099-0lNW, General Occupational Safety

1. BACKGROUND: In support of maintenance being conducted on (XXXX) during the JCD project availability, PSNS & IMF requires one (1 ea.) portable water chiller unit capable of 150- Ton capacity, air-cooled, with accessory equipment. The chiller will be installed in the weather in the dry-dock basin next to a submarine to provide chilled water (CW) to portions of the ship with widely varying chilled water flow rates and heat loads. The contract shall also include setup, startup assistance, operator training, and all maintenance.

Throughout this specification, the completed system, including all components, is referred to as "the chiller".

2. SCOPE: The chiller and accessory equipment shall be delivered and set up by the contractor.

The vendor shall provide training to three government personnel who shall operate the equipment during the rental period and change the chilled water filters as needed. All other maintenance and repairs shall be the responsibility of the vendor. The government will connect electrical power to the chiller and pumps, connect temporary freshwater to the surge tank and connect the supply and return hoses to the government distribution system.

2.1 Chiller supply parameters:

2.1.1 The chiller shall be rated for at least a 100-ton nominal and 100-ton design refrigeration capacity and shall be capable of supplying at least 300 GPM with a pressure loss of 40 psi in the customer loop (i.e. from the chiller CW discharge to the chiller CW inlet). The chiller shall be capable of being operated from no cooling load up to 100-tons continuously where compressors shall automatically come on and off line as required and the automatic recirculation valve shall open to maintain the required minimum flow through the chiller during low flow conditions and close during high chill water demand conditions. The water to be chilled is freshwater.

2.1.2 The chiller controls shall be capable of being adjusted to supply chilled water at a temperature of 42°F with a temperature difference (Delta T) of 10°F. The controls shall be capable of being adjusted to maintain the temperature within a 1 °F modulating band between 40 and 50°F.

2.1.3 Only equipment generating 90 dBA or less when tested IAW ANSI S12.16 is acceptable. The contractor shall identify any product being offered that is certified as a low-noise-emission product per 42 USC 4907."
