SECTION I: Background

1.1 The Department of Treasury’s Bureau of Engraving and Printing (BEP), Washington DC Facility (DCF) is comprised of the Main Building and the Annex Building. The mission of the BEP is to manufacture and produce United States currency. The Main Building is located between 14th and 15th Streets in the Southwest quadrant of Washington, DC.

1.2 The Bureau of Engraving and Printing’s Main Building was constructed circa 1912.

Weights of modern presses and equipment sometimes exceed the capacities of structural members as originally constructed. Office layouts are often required to be modified to facilitate installation and operation of new equipment. BEP is beginning preparations for installation of the New NS-LEPE machine and their related ancillary equipment and operation in A-400 Wing.

SECTION II: Purpose

2.1 Product, Service or Outcome Needed.

The purpose of this solicitation is to obtain design and construction services for the removal, disposal, and construction of structural, mechanical, electrical, and architectural elements in

BEP’s Main Building, room A-400M, to accommodate the requirements for the future installation of a new NS-LEPE machine.

2.2 Scope of the Product, Service, or Outcome.

This project is a Design–Build. The contractor shall submit a proposal that includes the total cost and price break down for each item to this Scope of Work (SOW) as delineated, along with all labor, materials, equipment, tools, supplies, supervision, design, and general construction services to accomplish the following in accordance with “Project Manual-Specification”.

2.2.1 The Bureau of engraving and Printing (BEP) requires design, demolition, and construction services to perform structural and MEP modifications in BEP’s Main Building, room A-400M, to accommodate installation of a new non-sequential LEPE printing press.

2.2.2 An existing elevated office is to be removed, and a new floor-level office will be constructed within a separate area of the wing to accommodate the new equipment footprint. See attachment “DCM-04-1001760-OCM_NS- LEPE_Installation_in_A-400M_Rev03_Fianl_for_Signatures” for new office location.

2.2.3 Engineering evaluation of the intermediate floor slab inside wing A400 of the DCF Main Building. The evaluation is to include maximum load capacity, loading patterns, types, and criteria to the existing slab, as well as engineering recommendations and approaches to enhance the determined capacity to accommodate the new incoming equipment footprint.

2.2.4 Demolition and construction services to reinforce structural elements to support the weight of the new equipment.

2.2.5 Mechanical – Electrical – Plumbing, and other trades design and construction as required to meet utility requirements for new equipment and office to be relocated.

2.2.6 Design and construction services to upgrade the controls for (2) AHU’s and existing steam-to-hot-water heat exchangers from a constant air volume system (CAV) to variable air volume systems (VAV) to greatly reduce utility costs, energy consumption, and greenhouse gas emissions as mandated by the E.O.
