About this file
This is a Memorandum to the File documenting a sole source determination for a Federal Acquisition Regulation (FAR) Part 12 commercial acquisition. The United States Marine Corps (USMC), specifically the Marine Corps Installations Command (MCICOM-GF), is procuring subscriptions to RSMeans Data Online Complete Plus software for cost estimation capabilities supporting construction project planning and budget formulation across Marine Corps installations. The requirement includes 30 concurrent user licenses under a base contract with three one-year option periods. The vendor is Gordian/RSMeans Company LLC, which is the sole source and authorized distributor for RSMeans Online Complete Plus following its acquisition by The Gordian Group in 2014.
The sole source justification is based on exclusive licensing agreements, as RSMeans Data Online Complete is only available from the Original Equipment Manufacturer or its authorized distributor. The document establishes that RSMeans represents the industry standard for reliable, detailed construction cost estimation with location-specific adjustments critical to USMC's diverse nationwide installations. The justification compares RSMeans favorably against Buildxact (an alternative residential-focused solution priced at $1,190–$2,390 per user annually), concluding that RSMeans' superior depth, benchmarking accuracy, and defensible methodology justify its cost ($900–$5,200 per user annually) through avoided cost overruns, reduced schedule delays, and strengthened contract negotiation positions. The procurement consolidates existing RSMeans licensing across multiple USMC installations under a single contract vehicle to ensure consistency and universal access. Specific pricing and total estimated contract value are redacted in the document.

Determination that Only One Source is Reasonably Available (Including Brand Name)
V 1.6 (20 December 2023)
DISTRIBUTION: DoW COMMUNITY ONLY
This capability is particularly valuable for the USMC, which operates installations in diverse locations with varying cost structures nationwide.
RSMeans Data Online Complete is best suited for those who need highly detailed, industry-standard construction cost data for commercial or public projects, though it often requires additional software for takeoffs, scheduling, and project management, increasing total operating costs. In contrast, Buildxact provides a more affordable all-in-one solution for residential builders and remodelers by combining estimating, takeoffs, quoting, scheduling, and accounting integrations into a single platform. While RSMeans offers greater depth and benchmarking accuracy, Buildxact is generally more cost-effective and easier to implement for small to mid-sized construction businesses focused on operational efficiency and faster project workflows. RSMeans enables more accurate initial cost estimates, reducing the likelihood of project modifications and change orders that often result in significant cost increases and schedule delays. The system's defensible methodology also strengthens the Corps' position during contract negotiations and provides auditable documentation for cost decisions. These capabilities directly support the Marine Corps' responsibility to Congress and the American taxpayer for efficient use of appropriated funds.
Below is a cost comparison between RSMeans Data Online and Buildxact.
Software Estimated Annual Cost
Best Use Key Advantage
RSMeans Data Online Complete
$900 – $5,200 per user Commercial/public construction estimating
Industry-standard cost database with detailed benchmarking
Buildxact $1,190 – $2,390 per user
Residential builders and remodelers
All-in-one estimating, takeoff, and project management platform
The annual cost of RSMeans licensing represents a minimal investment compared to the potential cost savings and risk mitigation it provides. A single avoided cost overrun on a major construction project would typically exceed multiple years of RSMeans licensing fees. The system's standardized approach reduces the time required for cost estimation, allowing Marine Corps engineers and project managers to focus on mission-critical activities rather than manual cost research and calculation. Without RSMeans Online Complete Plus as a cost estimation tool, the Marine Corps faces significant risks including unreliable cost estimates, inconsistent pricing approaches across installations, increased vulnerability to contractor pricing manipulation, and reduced ability to justify budget requests to higher headquarters. These risks directly impact the Corps' ability to maintain and improve infrastructure necessary for mission accomplishment

The implementation of this product requires minimal training and can be integrated into existing Marine Corps project management workflows. The system's standardized approach ensures consistency across different installations and project teams, reducing variability in cost estimation quality. This standardization is particularly valuable for the Marine Corps, which frequently rotates personnel between installations and requires consistent processes and procedures.
RSMeans is already in use at multiple USMC installations under separate contracting orders. One additional advantage resulting from this procurement request is to bring all MCICOM licensing for RSMeans under a single MCICOM contracting order, while also ensuring that all individuals who should benefit by the use of RSMeans, are able to do so.
RSMeans Online Complete Plus as a cost estimation tool, the Marine Corps faces significant risks including unreliable cost estimates, inconsistent pricing approaches across installations, increased vulnerability to contractor pricing manipulation, and reduced ability to justify budget requests to higher headquarters. These risks directly impact the Corps' ability to maintain and improve infrastructure necessary for mission accomplishment.
RSMeans Online Complete Plus is only available from the Original Equipment Manufacturer (OEM), or there is only one authorized distributor or technical representative for the OEM. RSMeans Company LLC, was acquired by The Gordian Group in 2014, and is the Sole Source and distributor for RSMeans Online Complete Plus. The Gordian Group provided sole source letters to support their ownership of RSMeans.
