About this file
This document is a Determination that Only One Source is Reasonably Available (J&A) for a Federal Acquisition Regulation (FAR) Part 13 acquisition under the Simplified Acquisition Threshold. The Marine Corps Base Quantico G-6 Maintenance and Logistics Branch (MCBQ G-6 MLB) requires the purchase of 4 Bigfoot Public Address Systems from Anchor Audio, specifically the Bigfoot Portable Public-address system with microphones. The requirement is for temporary loan to customers requiring audio support at unit functions and ceremonies.
The justification for sole-source procurement is based on the brand name requirement, as the new equipment must match the current audio systems in service, with matching frequencies and crystals to ensure interoperability. The document emphasizes that audio systems use company-specific chips and crystals, preventing cross-compatibility between different brands. By maintaining the same equipment family, the agency can ensure quick integration and minimize additional training for non-A/V competent users. The requested performance period is the soonest possible delivery date, with a future contract signature date of 6/30/25.

Determination that Only One Source is Reasonably Available (Including Brand Name) – FAR Part 13 Acquisitions under the SAT
V 1.6 (20 December 2023)
1. __RESTRICTIVE RIGHTS. The source has established proprietary rights, limited rights in data, patent rights, copyrights or secret processes in the item or service required.
2. EXCLUSIVE LICENSING AGREEMENTS. The item or service is only available from the Original Equipment Manufacturer (OEM), or there is only one authorized distributor or technical representative for the OEM.
3. OTHER REASONS.
B. X BRAND NAME
Item required must be a brand name, product, or feature of a product, particular to one manufacturer.
The required item must match the current equipment already in service at G-6 MLB, specifically the public address system receivers and microphones must have matching frequencies and crystals in order to operate with each other (interchangeable). While another system of a different brand may still provide communication abilities, the devices will be unable to operate with each other. Audio systems use chips and crystals set to their own company settings, and thus do not operate with other company products. For example, an X Brand microphone will not work with a Y Brand speaker. In addition, customers who utilize the equipment but are not A/V competent will require further training. By maintaining the same family of equipment, clients will be able to quickly integrate the system into their event operations.
C. URGENT AND COMPELLING. The supplies or services are of such unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals. Urgent requirements are supplies or services that will result in a work stoppage or are mission critical and the routine processing time would result in injury to the Government. The determination that the procurement for the above item/service is an urgent and compelling requirement is based on the following:
1. Date on which the requirement was first identified:
2. Required delivery date/period of performance:
3. Explanation of why delivery/commencement of services by the date mentioned above is required:
