Statement of Work Summary

This Statement of Work (SOW) outlines calibration services for Aerosol Photometers, Model 2iN, to be performed by Air Techniques International (OEM) for the Mid-Atlantic Regional Calibration Center (MARCC), NNSY Code 137, located at Norfolk Naval Shipyard. The contractor must provide tolerance-based expedited calibration services with calibration certificates for eleven Aerosol Photometer units identified by serial numbers (69347, 69349, 69348, 74203, 74200, 74206, 74202, 74205, 74199, 74198, and 74201). Equipment shall be shipped to Air Techniques International at 11403 Cronridge Drive, Owings Mills, MD 21117-2247, with return delivery to Norfolk Naval Shipyard, Building 276, Portsmouth, VA 23709-1031. Pricing information for each calibration service is redacted in the document.

The SOW establishes that repair work may be necessary but extent and cost are unknown prior to service; any required repairs must include itemized cost breakdowns submitted for evaluation. All contractors except those with Common Access Cards (CACs) must obtain DBIDS cards for facility access through the standard vetting process with Commander Navy Region Mid-Atlantic. Contractors must comply with Federal and State OSHA requirements, Norfolk Naval Shipyard OSHE Program Manual requirements, and security protocols including restrictions on portable electronic devices in nuclear areas and submarines. Hazardous Energy Control (HEC) procedures per NAVSEA OSHECM Chapter 250 apply when relevant, with notification required to NNSY Technical Points of Contact and Contracting Officer's Representatives prior to work commencement.

REQUIREMENTS FOR ACCESS TO NAVY INSTALLATIONS

Commander, Navy Installations Command (CNIC), has established the Defense Biometric Identification System, (DBIDS), a standardized process for granting unescorted access privileges to vendors, contractors, suppliers and service providers not otherwise entitled to the issuance of a Common Access Card (CAC) who seek access to and can provide justification to enter Navy installations and facilities.

Participation in the DBIDS is not mandatory, and if the Contractor chooses to not participate, the Contractor's personnel will have to obtain daily passes, be subject to daily mandatory vehicle inspection, and will have limited access to the installation. The Government will not be responsible for any cost or lost time associated with obtaining daily passes or added vehicle inspections incurred by non-participants in the DBIDS.

Alternatively, if the vendor so chooses, it may voluntarily elect to obtain long-term credentials through enrollment, registration, background vetting, screening, issuance of credentials, and electronic validation of credentials. Further information regarding DBIDS can be found at www.cnic.navy.mil/om/dbids.html
