About this file

This document is a Special Notice from the Drug Enforcement Administration (DEA) announcing its intent to negotiate a sole source procurement with Xone Technology for the purchase of an Outrider Receiver (ISR) system that provides wide-area, full take high precision geolocations for RF Emissions. Xone Technology is the only known source due to the proprietary nature of the Outrider equipment and software.

The DEA is inviting other vendors that feel they can meet the government's requirements to submit capability statements, which will be considered. However, the government retains sole discretion on whether to open the procurement to competition based on the responses. The acquisition will be conducted through FAR Part 13 "Simplified Acquisition Procedures" and the anticipated award is a firm fixed-price purchase order. The NAICS code is 513210. The closing date for submitting capability statements is September 26, 2024 at 10:00 AM EST, and all submissions should be emailed to Lisa.Taylor2@dea.gov.
